Email correspondence with Dr Shankar Sharma

January 4, 2009
Dear Ki Hee Ryu

Thanks for reverting back. Now you have taken a positive attitude which will be instrumental in helping my country which is very rich in resources (including human resource) but suffers from intellectual poverty of the people who have been making decisions - wrong ones - all along.

With best regards,
Sincerely,
Ratna Sansar Shrestha

Dear Ki Hee Ryu

What you said to me after the meeting yesterday on the captioned matter sank in after only after a while. After coming to comprehend it, I felt impelled to send this email to you, although knowing full well that you are tired of receiving emails on the subject.

The captioned person publicly mentioned an amount that Nepal will receive as royalty which is too high by a magnitude. By now he has also acknowledged that he was indeed quoting the wrong number. This way he has been exposed with regard to his knowledge or rather lack of it.

I recall that you also quoted similarly huge number to me (informally) that Nepal will receive by exporting electricity. I trust that you know better now - also from the exchange of these emails.

Being an employee of ADB and working in a member country you need to be able to understand what is correct and what is not. You also need to know whether numbers being quoted around by these people is grounded to the reality or not. Especially because of the fact that this person worked in NPC for quite a long time - first as a member and then as vice chair. This is important for you and for ADB to know. You also need to appreciate that all the decisions made by him and the likes of him based on this sort of information were bound to be wrong.

You should work in Nepal in this light and should be grateful than someone like me is spending his precious time dispelling such myths. I am disappointed that you said that you would rather not receive such information. I wonder if you are aware that Mr. Kunio Senga is aware of all this. It is incumbent on you to properly report to your superiors about these things. If you are unable/unwilling to do so, I can brief ADB president directly - and even the board members.

I take this opportunity to wish you happy, peaceful and prosperous new year.

With best regards,

Sincerely,
Ratna Sansar Shrestha, FCA
