I trust you don't mind my addressing you such. You too are welcome to address me informally (I prefer that, Mr. Shrestha sounds too stuffy!).

I am highly enthused by your sparing time to write to me. Yes, people in Nepal have been taken for ride by using such bunkum numbers for long. However, I too am a non-technical person (not being an engineer) but have come to understand financial and economic aspects of water resource and hydropower and am using the knowledge to ensure that our motherland doesn't get short changed any further. With the addition of voice of people like yourself, we are bound to succeed. (I just wish it isn't too late by then!)

I find you overly optimistic (begging your pardon) in hoping that Makune would have leant from history. However, I do echo your sentiments.

Dear Mr. Shrestha,

This was an incisive analysis of the misleading propaganda being carried out by Nepal's water mafia to hoodwink the Nepali public. I applaud the effort you have taken to lay everything in black and white so that a non-technical person like me can see who really stands to gain from this scheme and who will actually lose (Nepal).

I still remember the propaganda campaign a decade or more ago when some of these same politicians were shouting at the top of their voices that Nepal would make US $ 1 b each year from Tanakpur. We know how that went. Let us hope that criticalan analysis like yours will help to wake the Nepali public from its slumber and galvanize a strong voice against the long-standing Nepali political tradition of surrendering Nepali resources for false hopes of extending the life of particular regimes. The political class should learn from the fact that Matrika, BP, Grija actually were out of power soon after signing the major water deals with India. Hopefully Makune has learnt something from history and will not sign on the dotted lines on the Pancheshwor or other deal.

Thanks a lot for your encouragement. If people fear to articulate such important things even at this penultimate hour, then they are destined to follow the fate of Yugoslavia. Therefore, it is incumbent on all of us who understand these things to articulate it rather forcefully.

Incidentally a few months back at the invitation of Rashtriay Jana Morcha I delivered a speech at Ratna Park on this very topic. I too am apprehensive of the bad things happening to me, but I am even prepared to accept the consequences in order to ensure that Nepal doesn’t disintegrate.

Thanks for your email. I appreciate your analysis. The government mechanism and the political parties in the government always advocate the green pasture but not the brown pasture. The problem is the PM and other high ranking politicians do not consult the knowledgeable people who are not the member of their political parties or who are not of 'yes minister type'. The Pancheshwar Hype was was very high till the last Sunday but now gradually fading. Financial, ecological and in-depth social analysis got be seriously done by experts.

I agree with your view point. In the past Nepali people had been taken for a ride such as saying the Sun will rise from west after implementation of the Pancheshower Project. Now there are many rumours of inflated benefits to Nepal from the said Project. This will serve the interest of our neighbours. Nepali people have a right to know the truth.

The benefits from fishery Rs.16 Arabs is highly inflated. There is no substantial fishery benefits from Kulekhani reservoir. The carbon trading benefits of Rs.4.7 Arab will not accrue to Nepal unless it is in the Treaty.

Regarding the Rs. 45 Arabs revenue from sale of electricity, my assumption is below which is dependent on selling rate. (6161Gwh*1000*1000*96% (4% outage assumed)*Rs.4.60/unit (max. price = 20% more than 4.95cents) = Rs. 27.20 Arabs

Like in 50% share of water to Nepal, the actual happened to be 3.5%, we do not know what surprise there will be in the price determined by the avoided cost basis.

Regarding the energy royalty & capacity royalty I am not sure as GON is the half owner of the Project. GON collecting royalty from itself ?. It is certainly useful in determining cost price & selling price for electricity.

It is my suggestion that Mr. DB Singh being Chief of the Pancheshower project, must rectify the previous inflated figures by releasing Press Release.

Thanks for pointing the mistakes at the right time of PM's visit to India.

I have indeed been following email correspondence on the subject very closely and I am aware of the names you have been called and I have ventured to write these articles full well knowing (and notwithstanding!) what names I might be called.

I am a fiercely chauvinistic Newar and in my student life I never studied Nepali as long as there was an opportunity to study Nepal Bhasha. I am very proud of being a Newar, for its language, culture, architecture, etc. The Khas people don’t even have their own script and they aren’t that rich in culture (they are borrowing most of our cultural practices now and that makes me very proud) but we have our own scripts (unfortunately, I have yet to learn these). However, my struggle in life has forced me to learn Nepali language on my own such that these days I am mostly requested to correct things written in Nepali by my Khas colleagues!

Having prefaced what I wanted to say with the above paragraph, I will now try to respond to you. If people were to look around they will realize that Newars, for example, in India have lost their identity (language, culture, etc.). In other words, the chances of us preserving our identity is very high in Nepal but not outside. But if the abstract things in the aspirations of federalism are to be implemented, it is highly likely that it will lead to disintegration of Nepal. It may sound paradoxical, but I see the need to ensure that Nepal doesn’t disintegrate in order to preserve our Newa identity. If people from other communities were to read these lines it is certain that they will call me selfish, self-centered and self-serving. I am prepared to accept being called as such because I know enough to understand that my Newa identity has very little chance of survival if Nepal doesn’t survive.

I don’t need to repeat here what I have written in my articles and, in my considered opinion, fragmentation of Nepal into various provinces in the name of federalism will lead to its disintegration. I get goose pimples when I think that Yugoslavia has vanished from the map of the world for this very reason. Unfortunately, things weren’t limited to this. It has rather spun off into ethnic cleansing with a lot of people dead. Multi-ethnic couples have been torn apart. I even dread to wonder what will happen to people with non Newa spouse in Nepal if Nepal is to emulate unfortunate ways of Yugoslavia.

As a student of economics I also don’t support the idea from the perspective of economic viability; one Nepal is too small to be further fragmented and more importantly each small province will not be sustainable on its own. Besides, the concept of right to self determination will be like a boon that Bhasmashur got.

All of the above may not matter to those who are settled abroad. But for the likes of us who prefer to slug it out here (notwithstanding our US degrees that will ensure luxurious life style there), the only way to ensure survival of Newa identity lies in survival of Nepal. Therefore, I beseech those who want fragmentation of Nepal into various provinces, whether in ethnic lines or otherwise, to read my articles once more and come up with way outs to the risks I have mentioned. If we could find viable measures for the purpose, I am willing and prepared to be a champion of federalism.

पंचेश्वर आयोजनाबाट ४५ अर्ब रुपैया लाभ हुने मृगमरिचिका

नेपालमा बौद्धिकताको ठूलो समस्या छ । धेरै पढे लेखेका मानिस पनि यत्तिकै लहलहैमा लाग्छन् बताइएका कुरामा थोरै पनि सत्यता छ कि छैन भन्ने परख नगरिकन । राष्ट्रिय योजना आयोगका एक जना उपाध्यक्ष थिए जसले १० हजार मेगावाटबाट नेपाललाई रोयल्टी स्वरुप मात्र पनि वार्षिक २ सय पचास अर्ब रुपैंया राजश्व प्राप्त हुन्छ भन्दै िहंडे, एउटा भारतीय सहसचिव स्तरको कर्मचारीले भनेको भरमा । १० हजार मेगावाटका आयोजनाहरु औसत ५० प्रतिशत क्षमतामा संचालन (नदीको बहावमा आधारित आयोजना सबभन्दा बढी ७० प्रतिशत क्षमतामा सम्म संचालन हुन्छ भने जलाशययुक्त आयोजना न्यूनतम २० प्रतिशत क्षमतामा सम्म संचालन हुन्छ) भएमा ४३ अर्ब ८० करोड युनिट बिजुली उत्पादन हुन्छ र यति रोयल्टी कमाई सम्भव हुन नेपालले प्रति युनिट बिजुली बापत ५ रुपैया ७१ पैसा को दरले रोयल्टी प्राप्त गर्नुपर्ने हुन्छ । जुन सोम शर्माको असम्भाव्य चिन्ता परिणाम भन्दा पनि बढी हो (सोम शर्मा नाम भएकाहरु प्रति तथा पाचतन्त्रका रचियता प्रति क्षमा याचना सहित) । किनभने नेपालले प्रति युनिट ५ रुपैया ७१ पैसा रोयल्टी प्राप्त गर्न बिजुलीको थोक बिक्री दर नैं प्रति युनिट २ सय ८४ रुपैया हुनु पर्छ, जुन यो शताब्धी भर नैं सम्भव हुन्न । यिनी एक प्रतिनिधिपात्र मात्र हुन् । यस्ताले राष्ट्रिय योजना आयोगको नेतृत्व गरेको (निज आयोगको सदस्यको रुपमा पनि लामो अवधि सम्म संलग्न रहेको) यो मुलुक अविकसित रहनुमा कुनै आश्चर्य मान्नु पर्दैन । अर्काको लहलहैमा लाग्ने विषेश गरेर भारतियबाट सुनेको कुरालाई गायत्री मन्त्र मान्ने बौद्धिक दरिद्रताले सुसम्पन्न महानुभावहरुको नेपालमा कुनै कमी छैन ।

पाचेश्वरबाट राष्ट्रिय हित
अहिले फेरि महाकाली सन्धीको अभिन्न अंग रहेको पाचेश्वर आयोजना कार्यान्वयन भएमा नेपालको उत्पात राष्ट्रिय हित हुने बहस गर्नेहरुले यो आयोजना निर्माण भएकै कारणले निर्माण सम्पन्न हुनासाथ पंचेश्वर र रुपालिगाढबाट उत्पादित बिजुलीबाट नेपालले रु ३४ अर्ब ५० करोडको लाभ पाउने ब्यापक प्रचार गर्न लागेकाछन् । त्यस्तै रुपालिगाढको सट्टा पूर्णागिरिमा रि-रेगुलेिटंग बांध निर्माण भएमा बिजुलीबाट रु ४५ अर्ब ८७ करोडले नेपाल लाभान्वित हुने भनिएकोछ । महाकाली सन्धीमा यस्तो रकम नेपाललाई कसैले दिने भन्ने व्यवस्था नभएको अवस्थामा कसरी प्राप्त हुने हो अन्यौल छ, स्पष्ट गरिएकोछैन । अनि कसरी लाभान्वित हुने हो ? बुझिएअनुसार भारतको प्रान्त उत्तराखण्ड (जसको चम्पावत जिल्लामा यो आयोजना निर्माण हुनेछ) लाई १३ प्रतिशत निशुल्क उर्जा दिइने छ, तर नेपालको सम्बन्धमा यस्तो कुनै व्यवस्था छैन । पश्चिम सेती, माथिल्लो कर्णाली देखि अरुण तेश्रो सम्म निशुल्क उर्जाको व्यवस्था भएतापनि पंचेश्वरमा यो व्यवस्था पनि छैन । यस्तोमा ४५ अर्ब रुपैयाले नेपाल लाभान्वित हुने कुनै अवस्था छैन । यसै गरेर कार्बन उत्सर्जन बिस्थापनबाट रु ४ अर्ब ४२ करोड, अनि िसंचाईबाट रु ५ अर्ब ६९ करोड र मत्स्य पालनबाट रु १६ अर्बले लाभान्वित हुने पनि भनिएकोछ ।

यस्ता आंकडाहरु ब्यापकरुपमा चर्चामा ल्याइएकोले गर्दा प्रधान मन्त्री उर्जा मन्त्री लगायतले यसैलाई गुरु मन्त्र मानेर तत्काल यो आयोजना कार्यान्वयन गर्नुपर्ने र अहिलेको प्रधान मन्त्रीको भारत भ्रमणमा कार्यान्वयन गर्ने समझदारीमा पुग्नु अपरिहार्य भएकोमा जोड दिएको पाइयो । डा. रामशरण महतले त यसो नगरेमा नेपालको ठूलो दुर्भाग्य हुने सम्म पनि भन्न भ्याए र यस तप्काका राजनीतिकर्मी तथा जलश्रोत बिज्ञहरुको पनि यसमा शतत् समर्थन रहेको समाचार सम्प्रेष्ण भएको छ । तसर्थ यो कुरा "छिपाको हुची" मात्र हो कि यसमा केहि सत्यता छ भन्ने केलाउन आवश्यक भएको छ ।

रोयल्टी स्वरुप नेपालले पाउने राजश्व
यो आयोजना निर्माण भएकै कारणले निर्माण सम्पन्न हुनासाथ नेपालले पाउने भनेको रोयल्टी मात्र हो, जुन बिद्यमान कानून बमोजिम नेपालले क्षमता रोयल्टी स्वरुप प्रति किलोवाटको १ सय रुपैया र उर्जा रोयल्टी स्वरुप २ प्रतिशत पाउने अवस्था छ । पुर्णागिरिमा रि-रेगुलेिटंग बांध बनाइएमा जडित क्षमताको आधा नेपालको हिस्सा ३७ सय ४० मेगावाट हुन्छ, जसबाट ८ अर्ब १९ करोड युनिट बिजुली उत्पादन हुन्छ । यदि पश्चिम सेतीको दर ३ रुपैया ७१ पैसामा बिजुली बिक्री गरिने हो भने नेपालले रोयल्टी स्वरुप वार्षिक रु ९८ करोड २२ लाख प्राप्त गर्छ जुन ४५ अर्बको ४५ खण्डको एक खण्ड भन्दा पनि कम हो ।

त्यस्तै भारतले रुपालिगाढमा रि-रेगुलेिटंग बांध बनाउन मानेमा नेपालको हिस्सा ३३ सय ६० मेगावाट हुन्छ र ६ अर्ब १६ करोड युनिट बिजुली उत्पादन हुन्छ । यसबाट नेपालले वार्षिक रु ७९ करोड ३५ लाख रोयल्टी स्वरुप प्राप्त गर्छ बताईए जस्तो रु ३४ अर्ब ५० करोड होइन । यो हुची फैलाउनेले ५ रुपैया ६० पैसाको दरले बिजुली बिक्री गर्ने हिसाब गरेकॊ पनि मिलेको छैन । आन्तरिक खपत गर्ने भए २ रुपैया ६२ पैसा लागत पर्नेमा नेपाल बिद्युत प्राधिकरणले लागतको दोब्बर भन्दामा बढी किन खरिद गर्छ ? यसो गर्दा उपभोक्ता माथि अनावश्यक भार पर्छ । भारत निकासी गर्ने भए पश्चिम सेतीले पाएको दर ३ रुपैया ७१ पैसा भन्दा बढी पाउने अवस्था छैन । त्यसमा पनि दर ५ रुपैया ६० पैसा मान्य भए पनि नेपालले पाउने रोयल्टीको रकम दोब्बर सम्म हुन्छ, ३५ देखि ४५ अर्ब सम्म कुनै पनि हालतले हुन्न ।

लगानिको प्रतिफल
यो आयोजनाबाट बिजुली उत्पादन भएर लाभान्वित हुने अर्को उपाय भनेको यसमा लगानि गरेर हो । जसको लागि नेपालले २७ अर्ब ९४ करोड रुपैंया पूंजी स्वरुप लगानि गर्न आवश्यक हुन्छ र ८३ अर्ब ८१ करोड रुपैंयाको ऋण पनि बोक्नु पर्नेहुन्छ, यसको लागत १ खर्ब ११ अर्ब ७५ करोड रुपैया लाग्छ भनिएको हुनाले । यसबाट २५ प्रतिशतको दरले प्रतिफल प्राप्त हुन्छ भनिएकोले वार्षिक ६ अर्ब ९८ करोड रुपैंया लगानिबाट प्रतिफल स्वरुप नेपाललाई लाभ प्राप्त हुन्छ । तर प्रतिफल कुनै पनि ब्यापार व्यवसायबाट प्राप्त हुन्छ र यसको लागि महाकाली जस्तो असमान सन्धी कार्यान्वयन गरेर, नेपालले धेरै गुमाउन पर्ने अवस्थामा पुग्न जरुरी छैन । नर्वे तथा अमेरिकाका लगानिकर्ताले नेपालको जलबिद्युतमा लगानि गरेर र अझ नेपाली लगानिकर्ताले भारत तथा नेपालको जलबिद्युतमा लगानि गरेर यसैको हाराहारीमा प्रतिफल प्राप्त गरेकाछन् ।

नेपाल सरकारले माथिल्लो तामाकोशीमा लगानि गर्न नसकेको र पश्चिम सेतीमा पनि एशियालि बिकास ब्यांकसंग ऋण लिएर लगानि गर्न लागेको अवस्थामा पंचेश्वरमा नेपालले लगानि गर्न आफैले कोष जोहो गर्न सक्ने अवस्था छैन । वित्तिय संस्थासंग ऋण लिएरै लगानि हो भने त नेपालले पूरै १ खर्ब ११ अर्ब ७५ करोड रुपंैया ऋण लिनपर्ने हुन्छ र ऋणै-ऋणको धरापमा पर्न पुगिन्छ । किनभने आयोजनाबाट प्राप्त हुने प्रतिफलको रकमले ब्यांकको ऋणको सांवा ब्याज चुक्ता गर्न नपुगेर ऋण तिर्न थप ऋण लिन पर्ने अवस्था आउंछ ।

कार्बन ब्यापारको लाभ
यो आयोजनाबाट उत्पादित बिजुली नेपालमा नैं खपत भएको खण्डमा कार्बन ब्यापारबाट लाभ लिन नसकिने कुरा यस सम्बन्धी बिज्ञहरुलाई ज्ञात छ । सुदूर पश्चिमका जनतालाई बिजुलीबाट बंचित राखेर अंध्यारो र अबिकसित अवस्थामा नैं राख्ने गरेर बिजुली भारत निकासी गरेको अवस्थामा मात्र यो ब्यापारबाट लाभ लिन सम्भव हुन्छ । तर दुई महत्वपूर्ण कुरा सम्झनु जरुरी छ । पहिलो कार्बन ब्यापार भनेको कार्बनडाई अक्साइड उत्सर्जन बिस्थापित गरे बापत हुने हो । बिजुली भारत निकासी गर्दा कार्बनडाई अक्साइड उत्सर्जन बिस्थापन भारतमा हुन्छ र ब्यापार गरेर लाभान्वित हुने हक पनि भारतमा नैं निहित हुन्छ । दोश्रो महाकाली सन्धी यस सम्बन्धमा मौन हुनाले यो रकम भारतले नेपालले पाउने गरेर तिलांजली दिने अवस्था छैन र िदंदैनन् पनि । २/४ करोड रुपैंया िदंदा पनि अनुग्रहित हुने अपेक्षा सहित ब्यापक प्रचार प्रसार गरेर दिने भारतले स्वयमेव आफूले पाउने यत्रो रकम नेपाललाई दिन्छ भन्ने सोच्नु समेत बुद्धिमानि हुन्न । पोहर भाद्रमा कोशीको तटबन्ध भत्केर नेपालको पचासौं अर्ब रुपैंया बराबर नोक्सान भयो तर कोशी सन्धी अनुसार यस्तो अवस्थामा अनिवार्य रुपमा तिर्नुपर्ने क्षतिपूर्ति सम्म पनि तिर्ने चासो देखाएको छैन भारतले । यस्तोमा भारतको हक लाग्ने कार्बन ब्यापारबाट समेत नेपाल लाभान्वित हुने सोच भनेको मनको लड्डु केसंग खानु भन्दा पनि अरुले खाएको हेरेर र् याल चुहाउनु जस्तै मात्र हो ।

िसंचाईबाट लाभ
नेपाललाई िसंचाईबाट ५ अर्ब ६९ करोड रुपैयाले लाभ हुने भनिएकोछ र यो हिसाबमा पनि माथि उल्लेख भए झैं त्रुटी हुने प्रबल सम्भावना छ । तर यो रकमको शल्यकृया गर्नमा समय लगानि गर्नु भन्दा िसंचाईको हिसाबले हुनै लागेको राष्ट्रघातको बिबेचना गर्नु समय सापेक्ष हुने देखिन्छ । सुगौली सन्धी अनुसार महाकाली नदी नेपालको एकलौटी भएतापनि महाकाली सन्धी गर्दा महाकाली नदिको आधा पानीमा मात्र भएपनि नेपाल हक लाग्ने भनिएको थियो । तर यो आयोजना निर्माण भएपछि नेपालमा ९३ हजार हेक्टर जमिन मात्र िसंचाई हुने र भारतको १६ लाख हेक्टर भूमि िसंचित हुने जानकारीमा आएको छ जसले गर्दा आधा पानीको सिद्धान्त समेत उल्लंघन भएकोछ ।

साथै झण्डै १७ लाख हेक्टर जमिन िसंचित गर्न आवश्यक पानी जलाशयमा संचित गर्न नेपालले लगभग ८७ वर्ग किलोमिटर जमिन तिलांजली दिनुपर्ने हुन्छ जुन ४३ प्रतिशत हो भने भारतले बांकी ५७ प्रतिशत भूमि जलाशयमा गुमाउंछ । महाकाली सन्धीमा सहमति जनाउनेहरुले के भनेका छन् भने यो सन्धीले समानता (आधा/आधा)मा निहित बराबरीको सिद्धान्त अलवम्बन गरेकोछ समताको होइन । त्यसो हुनाले िसंचाईमा नेपालको पनि आधा हक लाग्छ । तर भौगोलिक अवस्थितिको कारणले गर्दा नेपालले आफ्नो हक अनुरुप िसंचाई सुबिधा उपभोग गर्ने अवस्था छैन । प्रष्टतः यो लाभ भारतले बढी पाउने देखिन्छ । तसर्थ भारतले आफ्नो हक पुग्ने आधा भन्दा ४४ प्रतिशत बढी जमिन िसंचाई गर्ने हुनाले लेसोथोले दक्षिण अपि्रुकाबाट पानी बापत रकम पाउने सम्बन्धमा कायम गरिएको सिद्धान्त अनुरुप वार्षिक १७ अर्ब रुपैया भारतले नेपाललाई भुक्तानि गर्नु पर्छ ।

समानताको सिद्धान्त लत्याइएर आधा पानीमा नभएतापनि डुबानको आधारमा यस जलाशयमा संचित हुने ४३ प्रतिशत पानीमा नेपालको हक लाग्छ र नेपालले ७ लाख २७ हजार हेक्टरमा िसंचाई गर्न पाउनुपर्छ भने भारतले ९ लाख ६५ हजार हेक्टर । यदि नेपालमा ७ लाख २७ हजार हेक्टरमा िसंचाई गर्न सम्भव छैन भने भारतले नेपालको हकको सांढे ३७ प्रतिशत पानी थप उपयोग गरे बापत नेपाललाई रकम दिनु पर्ने हुन्छ । लेसोथोकै सिद्धान्त बमोजिम नेपालले भारतबाट वार्षिक १५ अर्ब रुपैया पाउनु पर्छ । यो कुरा भारतलाई मान्य छैन भने नेपालको आफ्नो जमिन िसंचाई गर्न आवश्यक मात्र पानी संचित हुने गरेर जलाशय बनाउनको लागि बांधको उचाइ घटाएर आयोजना निर्माण गरिनुपर्छ जसले गर्दा डुबानमा पर्ने नेपालको भूभागको परिमाण पनि घट्नेछ । तर यस तर्फ कसैको पनि ध्यान गएको छैन । नेपालको हक हुने कुरामा ध्यान नदिने अनि बकम्फुसे रुपमा नेपाल लाभान्वित हुने कुरा गर्नु निश्चय पनि बुद्धिमानि मान्न सकिन्न ।

बाढी नियन्त्रण
जलाशय निर्माण गर्दा वर्षातमा पर्ने अत्यधिक पानीले ल्याउने बाढी पहिरोको विभिषिकाबाट तल्लो तटीय क्षेत्र जोगिन्छ । किनभने वर्षातको पानी नदीमा त्यत्तिकै बगेर नगई जलाशयमा संचित हुन्छ र तल्लो तटीय क्षेत्रमा बाढी आउंदैन । महाकाली नदी नेपालको सुदूर पश्चिमको सीमामा अवस्थित हुनाले नेपालको भूभागमा बाढी नियन्त्रणबाट कम मात्र लाभ हुन्छ भने काचनपुरबाट दक्षिण बग्दा भारतको धेरै नैं भूभाग बाढी नियन्त्रणबाट लाभान्वित हुन्छ । बाढी नियन्त्रणबाट स्थानिय बासिन्दा घर जग्गा, वाली नाली, वस्तुभाउ, कल-कारखाना, पूर्वाधार आदि बाढीको चपेटामा नपर्ने मात्र होइन स्थानिय बासिन्दा अकाल मृत्यबाट पनि जोगिन्छन । यस अतिरिक्त बाढी पछि पुनःस्थापना र पुनर्वासमा लाग्ने खर्च पनि जोगिन्छ । तर यसबाट के कति लाभ हुन्छ भन्ने सम्बन्धमा आकलन भएको छैन । तर एउटा कुरा निश्चित छ भौगोलिक कारणले गर्दा बाढी नियन्त्रणबाट नेपाल १० प्रतिशतले लाभान्वित हुन्छ भने भारत ९० प्रतिशतले ।

आवश्यकता के छ भने बाढी नियन्त्रणबाट के कति रकम बराबर नेपालमा तथा भारतमा लाभ हुन्छ आकलन हुन पर् यो र नेपाल भन्दा भारत बाढी नियन्त्रणबाट बढी लाभान्वित हुने हुनाले यसरी अतिरिक्त लाभान्वित भएबापतको रकम नेपालले पाउनु पर्छ । स्मरणिय के छ भने बाढी नियन्त्रण त्यत्तिकै चटक गरे जसरी हुने होइन, नेपालको भूभाग ४३ प्रतिशत र भारतको ५७ प्रतिशत डुबानमा गुमाएर हुने हो । त्यसकारण भारत ५७ प्रतिशत भन्दा बढी बाढी नियन्त्रणबाट लाभान्वित हुने हुनाले नेपालको हकलाग्ने बढी भएजतिको रकम भारतले नेपाललाई उपलब्ध गराउनु पर्छ नेपालले दाबी गर्न सक्नु पर्छ । अन्यथा यो आयोजना बनाउनुमा नेपालको हिसाबले खास उपादेयता हुन्न । यस प्रयोजनको लागि संयुक्त राज्य अमेरिका र क्यानाडा बीच सम्पन्न कोलम्बिया सन्धीले प्रतिपादित गरेको सिद्धान्त अवलम्बन गर्न सकिन्छ । यस सन्दर्भमा पनि के देखिन्छ भने भारत आफ्नो हक भन्दा बढी बाढी नियन्त्रणबाट लाभान्वित भएबापत रकम नेपाललाई दिन तैयार नभएमा नेपालमा बाढी नियन्त्रण गर्न आवश्यकता अनुसार मात्र बाँधको उचाई कायम गरेर आयोजना निर्माण गर्न सकिन्छ ।

समष्टिगत रुपमा लाभ हानीको आकलन
४५ अर्ब रुपैयाको गफ हावादारी हो भन्ने माथिको छलफलबाट सिद्ध भईसकेको छ र यस्तो मृगमरिचिको पछि दौड्नु पक्कै पनि बुद्धिमानि हुन्न । यो आयोजना बनाउंदा समष्टिगत रुपमा नेपाल तथा भारतले रकम लगानि गर्नाको अतिरिक्त के कति गुमाउंनु पर्छ र अनि के कति तरिकाबाट लाभान्वित हुन्छ आकलन गरेर नेपालको हकको लाभ भारतले प्राप्त गरेको हद सम्म नेपालले रकम पाउने व्यवस्था हुनु वान्छनिय छ । सन्धीको धारा ३ को उपधारा ३ अनुरुप लगानिको अनुपातमा बिजुलीबाट सम्बन्धित देशले लाभ लिने हुनाले िसंचाई तथा बाढी नियन्त्रणको लाभ डुबानमा गुमाएको भूभागको आधारमा गरिनुपर्छ ।

बाढी नियन्त्रणको सम्बन्धमा तथ्याक प्राप्त गरेर रकम निर्धारित गर्नुपर्छ । सुनमा सुगन्ध हुनेछ यदि कार्बन ब्यापारबाट प्राप्त हुने रकममा पनि नेपालको हक कायम हुने प्रावधानमा भारतलाई सहमत गराउन सकेमा । त्यस बेलामा यस पंक्तिकार लगायत सबै सचेत नागरिकले यस्ता प्रधान मन्त्री मन्त्री कर्मचारीतन्त्रलाई सहृदय सलाम गर्न पर्ने हुन्छ ।

नेपाललाई धेरै लाभ भारतलाई हानी
भारतीयहरुले महाकाली सन्धी र पंचेश्वर आयोजनाबाट नेपाललाई लाभ र भारतलाई हानी छ भन्यो रे भनेर दंग पर्ने नेपाली पनि भेटिएका छन् । नेपालमा ९३ हजार हेक्टर मात्र जमिन िसंचाई हुने र भारतको १६ लाख हेक्टर भूमि िसंचित हुने व्यवस्था हुंदा पनि नेपाललाई लाभ भारतलाई हानी छ भन्ने भारतीय कस्ता भन्नु भन्दा यस्तो कुरा पत्याउने नेपालीको बौद्धिकतामा दया गर्नै पर्ने हुन्छ । यसो भन्ने भारतीयको आशयमा नैं स्पष्टतः शंका गर्नपर्ने हुन्छ भने यस कुराले राष्ट्रिय योजना आयोगका पूर्व उपाध्यक्ष जस्ता बौद्धिक व्यक्तित्वको नेपालमा कमी रहेनछ भन्ने पनि बुझ्नुपर्ने हुन्छ । विषेश गरेर जलाशय निर्माण गर्नको लागि नेपालले ४३ प्रतिशत भूभाग डुबानमा पारेर ५.५ प्रतिशत मात्र िसंचाई गर्ने र भारतले ५७ प्रतिशत भूभाग डुबानमा पारेर ९४.५ प्रतिशत िसंचाई गर्ने हुनाले । अझ भारत बाढी नियन्त्रणबाट समेत ९० प्रतिशतले लाभान्वित हुने हुनाले भारतलाई चािहं हानी छ भन्ने कुरा पत्याउन धेरै नैं हाजमोला खानु पर्ने हुन्छ ।

भारतीयहरुको राम्रो पक्ष के छ भने उनीहरु आफ्नो देशको हितका लागि, भारतीय राष्ट्रिय स्वार्थ सम्बद्र्धन गर्न मोही माग्दा ढुंग्रो लुकाउन पछि पर्दैनन्, अपवाद स्वरुप वाहेक । भारतमा बिजुली निकासी गरेर नेपाल धनी हुने पाठ धेरै राजनीतिकर्मी, कर्मचारीलाई प्रभावकारीरुपमा पढाईसकेकाछन् । निर्वतमान जलश्रोत मन्त्री सैफुदिन सोज जस्ता स्पष्टवक्ता अपवादस्वरुप बिरलै मात्र भेटिन्छन् जसले सार्वजनिकरुपमा स्वीकारेका छन् कि भारतको प्राथमिकता बाढी नियन्त्रण र िसंचाई हो र बिजुली भनेको फोसा मात्र हो (सायद यहि कारणले उनी यो पटकको मन्त्रीमण्डलमा परेनन्) ।

अर्कोतिर अधिकांश नेपालीहरु सरल र जे भने पनि पत्याइ हाल्ने खालका छन् । नेपालमा पटक पटक एमालेको तर्फबाट मन्त्री भईसकेका भरतमोहन अधिकारीले त आफ्नो "मेरो जीवन यात्रा ः केहि सम्झनाहरु" नामक पुस्तकमा भारतीयहरुले महाकाली सन्धी भारतको हितमा छैन भनेको कुरा पत्याएको कुरा उल्लेख गरेकाछन् । माथिको विष्लेशनबाट सिद्ध भईसकेकोछ कि सापेक्षरुपमा भन्दा पनि बढी महाकाली सन्धी भारतको बढी हितमा छ भने नेपालको हितमा छ भन्ने आधार पनि सियो खोजे झैं खोज्न पर्ने अवस्था छ ।

तर हेरि ल्याउंदा भारतीयले यस्तो भन्नु जायज पनि देखिन्छ । किनभने पश्चिम सेतीको जलाशय निर्माण गर्न भारतले एक इन्च पनि जमिन तिलान्जली दिनु पर्दैन तर िसंचाईबाट भने शतप्रतिशत भारत लाभान्वित हुने तारतम्य मिलेमिलाइएको अवस्था छ । तर पंचेश्वर आयोजनाको लागि १ सय १४ बर्ग किलोमिटर जमिन तिलांजली दिएर मात्र भारतले ९४ प्रतिशत िसंचाईबाट र ९० प्रतिशत बाढी नियन्त्रणबाट लाभान्वित हुने भएकोछ । यसबाट पनि महाकाली सन्धी सम्पन्न गर्ने यस्तो आयोजनाको समर्थनमा समय खर्चने बृत्तले नेपाल र नेपालीको के कति हित चिताएकाछन् भन्ने स्पष्ट हुन्छ ।

दुख त केमा लाग्छ भने जम्माजम्मी ३ पृष्ठको सन्धी पढेर नहेरी केहि नेपाली बुद्धिजीविहरु कागको पछाडी बिना बित्था दौडंदा रहेछन् भन्ने बुझ्दा । ग्रह नक्षत्र मात्रै नभएर आकाश गंगामा नैं मानव वस्ती बनाउने खालको बिज्ञान यो सन्धी होइन । ध्यान दिएर पढेमा अप्राविधिक व्यक्तिले पनि सजिलै बुझ्न सक्नेरहेछ । तर नेपालमा वर्तमान र पूर्व मन्त्री समेत नपढीकनै लहलहैमा लाग्ने गरेको देखिन्छ । उच्च शिक्षा हासिल गर्ने अवसरबाट बंचित नेपालीलाई यी सुशिक्षित जमातले यथार्थ कुरा अवगत गराउनुपर्नेमा आफै कुहिरोको काग भएर िहंडेको देख्दा यिनको शिक्षादिक्षामा राज्यले गरेको लगानि निष्फल भएको भान पर्छ । प्रार्थना गरौं यिनको बौद्धितामा परेको ग्रहणबाट चांडै मुक्ति पाओस ।

निष्कर्श
तसर्थ कागले कान लग्यो भन्ने पत्याएर हावादारी आम्दानिको पछि नलागेर अन्तर्राष्ट्रिय मान्यता तथा अभ्यास समेत अनुसार नेपालले पाउनु पर्ने रकम पाउने सुनिश्चित गर्ने तिर लाग्नु वान्छनिय छ । अथवा लगानिको आधारमा प्रतिफल पाउने हो भने नेपालको भूभाग डुबानमा नपर्ने, नेपाल भित्रैको आयोजना कार्यान्वयन गरेर पनि लाभान्वित हुन सकिन्छ । अझ नेपालको केहि भूभाग डुबानमा पारेर बहुउद्देश्यीय आयोजनामा लगानि गरेर पानीको हक नगुमाइकन नेपालको तराईको उर्बर जमिन िसंचित गरेर एक वर्षमा ३ वाली भन्दा धेरै खेती गरेर तराई र तराइबासीलाई समृद्धिको बाटोमा लगाउन सकिन्छ, आफ्नो भूभाग डुबानमा पारेर भारतको उर्बर भूमिलाई समृद्धिको बाटोमा लगाउनुको सट्टा र भारतमा वर्षातमा बाढी नियन्त्रण गर्न नेपाली भूभागमा जलाशय निर्माण गरेर स्थायी रुपमा बाढी निम्त्याउनुको बदलामा । सम्झन जरुरी छ, तराईको हित भएमा पहाड हिमालको पनि हित हुन्छ ।

हाम्रा प्रधान मन्त्री पदासीन भएपछि पहिलो पल्ट भारत पुगेको छन् । उनले र उनका उर्जा मन्त्रीले गलत हौवाका पछि लाग्नु भन्दा नेपालको हित वास्तवमा केमा छ भन्ने बुझेर नेपालको हितमा लाग्ने अपेक्षा सारा नेपालीले गरेकाछन् । आवश्यकता के छ भने वहाँहरुले नेपाली जनता र नेपालको माँया गरेर सोचुन् निर्णय गरुन् । अन्यथा अहिले हतार गर्दा पछि पछुताउन प्रशस्त फुस्रद पाइनेछ ।

संघियता नेपालको लागि अभिशाप बन्नसक्छ ?

संबिधानको ढांचा कस्तो हुने, यसमा के कस्ता कुरा लेख्ने लगायत मुलुक एकात्मक नैं रहने कि संघियतामा जाने आदि विषयमा संबिधान सभाले छलफल गरेर निक्र्योल गरी संविधानमा समावेश गर्नुपर्ने हो । तर अन्तरिम संबिधान लेख्ने जिम्मा पाएका बिज्ञहरुले बढी जान्ने भएर संघियता के कस्तो हो, यसले मुलुकमा के कस्ता अनुकूल प्रतिकूल प्रभाव पर्छ भन्ने बारे नबुझेरै अन्तरिम संबिधानमा नैं नेपाललाई संघिय राज्य घोषणा गरिदिए । यसले गर्दा एकात्मक राज्य संरचनाले नेपालमा निरन्तरता पाउने कि संघिय संरचनामा जांदा देश र जनता लाभान्वित हुन्छ भन्ने विषयमा छलफल र सहमति गर्ने अवसरबाट संबिधान सभालाई बंचित पारिने अवस्था भएकोछ । तर यसो भन्दैमा अन्तरिम संविधान लेख्नेहरुलाई संविधान सभाकै जस्तो अधिकार सम्पन्न मान्न सकिन्न र यस सम्बन्धमा छलफल, मन्थन, बहस जरुरी छ र यस पछि मात्र निर्णयमा पुगिनुपर्छ, नेपाल जस्तो सानो मुलुकलाई बिभिन्न प्रान्तहरुमा बिखण्डित गर्नु लाभदायक हुन्छ कि हुन्न भनेर, बृहत रुपमा छलफल मन्थन चिन्तन हुनु जरुरी छ ।

नेपाली जनता संघियता भनेको के हो, यसले के कस्तो सकारात्मक नकरात्मक प्रभाव पर्छ भन्ने पत्ता लगाउन चाहन्छन् । तर कतिपय दल विषेशले संघियता हुनै पर्ने भनेकाछन् भने नेपालका परराष्ट्र मन्त्रीलाई दिल्लीमा भेटको दौरान भारतीय प्रधान मन्त्रीले "संघियता नेपालीको चाहना" बताएको समाचार आएकोछ । अन्तरयामी भएको हुनाले थाहा भएर यस्तो भनेको वा उताको पो यस्तो चाहना हो यकिन गर्न पनि आवश्यक भएकोछ ।

प्राकृतिक श्रोत
नेपाल संघियतामा गएपछि जलश्रोतको उच्चतम दोहन सम्भव नहुने यस पंक्तिकारको विष्लेशनले देखाएकोछ र यस सम्बन्धमा छुट्टै बिबेचना भईसकेकोछ । बिभिन्न प्रान्त बीच अन्य प्राकृतिक श्रोतको बांडफांट पनि जटिल हुने निश्चित छ । अहिलेको अवस्थामा नेपालको कुनै स्थानमा रहेको प्राकृतिक श्रोतमा कुनै पनि कुनामा बस्ने नेपालीको पनि उत्तिकै हक लाग्छ । तर यस सन्दर्भमा मनाङको नार हत्याकाण्डलाई स्मरण गर्न पर्ने हुन्छ । मनाङको यासा्रगुम्बु माथि मनाङबासीको मात्र हक लाग्छ भन्ने भ्रम पालेका केही मनाङबासीले गोरखाका ७ जना निर्दोष निहत्था जनताको निर्मम हत्या गरेकाछन् । यस परिवेशमा विभिन्न प्रान्तमा छुट्टिएपछि एक प्रान्तका बासिन्दाले अन्य प्रान्तमा एउटा सिन्का सम्म पनि भाँच्न नपाउने धारणाको समेत विकास हुन थालेको देखिएकोछ । तसर्थ अब बेला भएकोछ, नेपाल संघियतामा गएपछि अन्य के कस्ता प्रतिकूल प्रभाव पर्छ र नेपालको अर्थतन्त्रले यसलाई थेग्न सक्छ कि सक्दैन भन्ने आकलन गर्ने ।

अग्राधिकार र सीमित अधिकारको कुरा
काठमाडौं उपत्यका लगायत छिमेकी १२ जिल्लाहरु मिलाएर नेवा राज्य, काठमाडौं उपत्यकालाई घेर्ने जिल्लाहरुमा ताम्सालिङ, अनि पूर्वमा लिम्बुवान, खम्बुवान, किरांत प्रदेश आदि प्रान्तहरुको नाम सुनिएका छन् भने पश्चिममा तमुवान, मगरात, थरुहट आदिको मांग आएकाछन् । अनि आत्मनिर्णयको अधिकार सहितको एक मधेश एक प्रदेशको पनि मांग सशक्त रुपमा गरिएकोछ । त्यस्तै खसहरुले पनि छुट्टै खसानको दाबी गरेको पनि सुनिएकोछ । यस पंक्तिकारलाई ज्ञात भएका यी भन्दा अरु पनि प्रान्तहरु हुनसक्छ ।

अहिले विषेश गरेर जातिय आधारमा संघियताको मांग सशक्तरुपमा उठेकोछ । जस अन्तर्गत जाती विषेश र/वा रैथानेलाई अग्राधिकार अथवा विषेश अधिकारको मांग पनि संघियताको मांगसंगै उठेकोछ । अनि भनिएकोछ अन्य जातजातीको अधिकारमा अंकुश लाग्ने वा अन्यलाई सीमित अधिकार मात्र हुने । यसको सोझो अर्थ हुन्छ नेपाल भित्रै प्रान्त विषेशमा नेपाली नागरिक दोश्रो दर्जाका ठहरिनेछन् । यस्तो कुरा धेरैैलाई पाच्य हुन सक्दैन ।

बहुसंख्यक माथि अल्पसख्यकको शासन
अग्राधिकार र विषेश अधिकार अन्तर्गत प्रान्त विषेशमा निश्चित जातजातीले मात्र शासकीय संयन्त्रमा प्रवेश पाउने कुरा पनि आएकोछ । लोकतान्त्रिक हिसाबमा निश्चित जातजातीको बहुमत रहेको अवस्थामा शासनमा यिनको हालीमुहाली हुनु स्वाभाविक मान्नुपर्ने हुन्छ । तर उदाहरणार्थ काठमाडौं उपत्यकामा ४५ प्रतिशत मात्र नेवारहरु रहेको भनिएकोले काठमाडौं उपत्यकालाई नेवा राज्य बनाईएको अवस्थामा शासकीय संयन्त्रमा यिनको मात्र हालीमुहाली हुंदा बहुमत माथि अल्पमतले शासन गर्ने अवस्था आउंछ । अझ मांग भए जस्तै काठमाडौं उपत्यका लगायत १२ जिल्लालाई नेवा राज्य मानिएमा अझ कम संख्याको जातजातीले शासन गर्ने अवस्था आउन सक्छ । यी कृयाकलापले अन्य जनतामा बितृष्णा व्याप्त भएमा अस्वाभाविक मान्न सकिन्न ।

बसाइ सराई
स्थानिय जनताको अधिकारमा अंकुश लागेमा वा तिनीहरुले सीमित अधिकार मात्र पाउने स्थिति विकास भएमा र शासकिय संयन्त्रमा समेत सहभागिता नपाउने अवस्था बनेमा थात थलो छोडेर जाने अवस्था पनि आउने सम्भावना हुन्छ । पहाडिया मूलका भनिएका स्थानिय बासिन्दा तराईबाट बसाई सर्ने प्रकृयामा शुरु नैं भईसकेछ र जातिय आधारमा राज्यको पुनःसंरचना भएमा यो प्रकृयाले विकराल रुप लिनसक्छ । आफ्नो घर जग्गा अत्यन्त न्यून मूल्यमा बिक्री गरेर नेपाल भित्रैबाट नेपालीले बसांई सर्न पर्नु भनेको शुभ लक्षण होइन । नेपाल जस्तो सानो देशलाई यस्तो समस्या थेग्न सजिलो हुनेछैन ।

प्रान्तिय सीमांकन
बिभिन्न प्रान्तहरुको सीमांकन गर्ने काम पनि कम चुनौतिपूर्ण हुने छैन । अर्थात राज्य पुनःसंरचना गर्दा प्रान्त के कस्ता सिद्धान्तका आधारमा गर्ने भन्ने कुरा पनि जटिल देखिन्छ । फेरि पनि उदाहरण लिउं नेवा राज्यको । यसका प्रणेताहरुले काठमाडौं उपत्यका समेत गरेर १२ जिल्लामा दाबी गरेकोछ भने यी मध्ये धेरै जिल्लाहरुमा ताम्सालिङले पनि दाबी गरेको देखिन्छ । यस्तोमा सीमांकन गर्न पक्कै पनि सजिलो हुनेछैन ।

आर्थिक बोझ
एक/एक वटा राष्ट्रपति उपराष्ट्रपति प्रधान मन्त्री र ३५/४० जनाको मन्त्री मण्डल अनि व्यवस्थापिका र तद्अनुरुपको न्यायपालिका हुंदाको तुलनामा केन्द्रमा राष्ट्रपति उपराष्ट्रपति प्रधान मन्त्री र ३५/४० जनाको मन्त्री मण्डल हरेक प्रान्तमा गभर्नर तथा मुख्य मन्त्री सहितको २०/२५ जनाको मन्त्रीमण्डल न्यायपालिका लगायतका संस्थागत संरचनाको निर्माण भएपछि खर्च पनि दसौं गुणाले बढ्ने निश्चित छ । यसको एउटै सकारात्मक पाटो भनेको यति सानो देशमा पनि झण्डै हजार जना नेपालीले यस्ता सम्मानित पद ओगट्न पाउनेछन् विभिन्न प्रान्तहरु समेतमा गरेर । तर खर्च भने यो देशले थेग्न सक्ने भन्दा बढी हुनॆ स्पष्ट छ ।

बहिस्करणको समस्या
सात सालमा प्रजातन्त्र प्रादुर्भाव हुनु अघि नेपालमा राणाहरुको जहानियाँ शासन थियो र यिनको अलावा केहि निश्चित जातजातीको हालीमुहाली थियो । त्यसपछि यो बृत्त केहि चौडा भयो तर पनि बहुसंख्यक नेपाली बहिस्करणमा पारिएकै थिए । भनिन्छ अहिले सम्म नेपालमा बाहुन, क्षेत्री, नेवार आदिको बर्चस्व रहेकोछ । तर यो पूर्ण सत्य होइन । बाहुन, क्षेत्री, नेवार आदि मध्ये पनि धेरै बहिस्करणमा परेकै छन् । यिन मध्ये निश्चित परिवारको मात्र हालीमुहाली रहेकोछ र कुनै जातजाती विषेशले बढी लाभ लिएको अवस्था छैन । ती परिवारहरुको नाम पाठकवर्गलाई कण्ठस्थ छ यहां पुनराबृत्ति गरिरहन आवश्यक छैन ।

आशा अपेक्षा के गरेको देखिन्छ भने देश संघियतामा गएपछि यसरी बहिस्करणमा परेकाको समस्या समाधान हुनेछ । तर यो समस्याको समाधान संघियता होइन । संघियतामा जानु भनेको त टाउको दुखेकोमा ओखती अन्तै कहां पो राखे जस्तो चरितार्थ हुने सम्भावना प्रबल छ । किनभने प्रान्तहरु भित्र एकात्मक संरचना कायम रहनेछ जब सम्म पूर्णरुपमा गाउंगाउं, शहरशहर सम्म आर्थिक राजनैति अधिकार बिकेन्द्रिकरण हुन्न र यस्तोमा पाखापारिएकाको समस्या यथावत रहनेछ । अर्को शब्दमा संघिय संरचनामा नगईकन पनि पूर्णरुपमा गाउंगाउं, शहरशहर सम्म आर्थिक, राजनैति अधिकार बिकेन्द्रिकरण गर्ने हो भने पाखापारिएकाको, बहिस्करणको समस्या समाधान हुन्छ ।

नयां नेपाल
नयां नेपालमा नयांपन खोज्ने क्रममा एकथरीले अहिलेको नेपाललाई नयां सिसीमा पुरानो रक्सी भन्ने गरेकाछन् । तर यस पंक्तिकार सहमत छैन । वास्तविक स्थिति भनेको पुरानै सिसीमा पुरानै रक्सी हो, खाली लेबल मात्र नयां टांसिएको छ । राजा नामको संस्था रहेन र ज्ञानेन्द्रको पुख्र्यौली जहानिया शासनको अन्त्य भयो । तर यो ठाउं लिएकोछ राष्ट्रपति भन्ने पदले । अरु केहि परिवर्तन भएको छैन, आडम्बर समेत उस्तै छ घण्टौं बाटो खालि गराएर "सवारी" चलाउने सम्मको । अनि उपराष्ट्रपतिको पद थपिएकोछ युवराजको झझल्को दिने गरेर ।

संघियतामा गए पछि प्रत्येक प्रान्तमा गभर्नर, मुख्यमन्त्री लगायत थपिनेछन् र अहिले खारेज गरिएको भनिएको रजौटाहरुको नयां अवतारमा प्रादुर्भाव हुनेछन् । काठमाडौं उपत्यका बाहिरका जनताले घण्टौं बाटो खालि गराएर "सवारी" चलाउनेको कोपभाजनबाट अहिले सम्म मिुक्त पाइरहेकोमा संघियतामा गएपछि प्रत्येक प्रान्तमा यस्ता नव राजा रजौटाको "सवारी" कारण जीवन मरनको दोसांधमा पुगेका बिरामीले समेत समयमा अस्पताल पुग्न नपाएर अनाहक मृत्युवरण गर्नपर्ने अवस्था आउनेछ । सडकमा चर्को आवाजमा साइरन बजाउंदै ट्राफिक नियम मिचेर दगुर्ने सवारी साधनहरु काठमाडौं उपत्यकामा मात्र सीमित नभएर प्रत्येक प्रान्तको राजधानीमा पनि बेग्रल्ती देखा पर्नेछन् र जनजीवन अनावश्यक रुपमा अस्तब्यस्त पार्नेछ ।

निष्कर्श
संघियताका सम्भावित नकरात्मक पाटाहरुका सम्बन्धमा खुलासा गरेर यस पंक्तिकारले संघियतामा जानै हुन्न भन्ने खोजेको होइन । तर नेपालले संघियतामा जान उचित छ कि छैन, उचितै भएपनि जरुरी छ कि छैन भन्ने सम्बन्धमा बिस्तृत छलफल, मन्थन आवश्यक भएको तर्फ ध्यान आकृष्ट गर्न मात्र खोजेको हो । बिभिन्न प्रान्तहरुमा पुनःसंरचना गर्दा आईपर्ने आर्थिक बोझ बहन गर्नु औचित्यपूर्ण हुन्छ कि हुन्न भन्ने तर्फ पनि ध्यान जान जरुरी छ भनेको हो । सबभन्दा जरुरी कुरा के हो भने संघियतामा गएर पाखापारिएकाको समस्या समाधान हुन्छ कि हुन्न र समाधान गर्न के कस्ता उपाय अवलम्बन गर्न पर्छ भन्ने तर्फ पनि सचेत हुन वान्छनिय छ । नत्र राज्य पुनःसंरचना गरिसकेपछि नेपालको लागि संघियता अभिशाप बन्न सक्छ । हतारमा निर्णय गरेर फुस्रदमा पछुताउन नपरोस भन्ने तर्फ हामी सबै सचेत हुन आवश्यक छ ।

Mirage of illusionary benefit of Rs 45 billion from Pancheshwar Project

Having had some misgiving about the fancy amounts by which Nepal is supposed to be benefited by implementing Pancheshwar Project, I have conducted an analysis of these amounts and I am both amazed and stupefied that people dare to churn/dish out such numbers and there are people, too who believe in such illusionary numbers. Nepal is, reportedly, to be benefited to the tune of Rs 45 billion 870 million from electricity by building it in conjunction with Purnagiri. Similarly, if the re-regulating dam is built at Rupaligarh, instead, then the benefit is supposed to be Rs 34 billion 500 million. Moreover, Nepal’s benefit from carbon trading is supposed to be Rs 4 billion 420 million. Furthermore, the benefits from fishery and irrigation are supposed to amount to Rs 16 billion and Rs 5.69 billion respectively.

Justifying his intention to take up matters related to this in his imminent trip to India, Prime Minister Nepal, too, has parroted the amount of Rs 45 billion over and over and so has the energy minister. These numbers have been repeated so many times by the media ad nauseaum that people, unfortunately, seemingly have started to believe. Even a person like Dr Ram Sharan Mahat is reported to have opined that it will be unfortunate if the project does not get built, citing the same numbers. Therefore, I am trying to find out who is responsible for these bunkum numbers. You want to know why? Simply because, in my considered opinion, that person is either thoroughly incompetent or s/he has done so with some malafide intention, eventually designed to have Nepal and people of Nepal taken for a ride, which is not a new phenomenon (there are precedents set by Koshi through Tanakpur Treaties and agreements for West Seti through Arun III projects).

Revenue from Royalties
People are already talking as if Nepal will be benefited by monies in these amounts by simply having the project built. The only money Nepal stands to receive as such after getting the project built is from royalties; capacity royalty at the rate of Rs 100 per kW and energy royalty of 2% under current Nepal law. From Nepal’s 50% share of Pancheshwar and Rupaligarh (capacity 3,360 MW, generating 6,161 GWh), Nepal will become entitled to the total royalty of Rs 793.5 million (not even one billion and very far from reported Rs 34.5 billion!) if the energy is sold at US 4.95 ¢/kWh - the rate at which West Seti is set to export energy to India.

If the re-regulating dam is built at Purnagiri, Nepal’s 50% share will be 3,740 MW generating 8,192 GWh and the total royalty from this project will amount to Rs 982 million only (tantalizingly close to a billion!); not Rs 45 billion, though. The person coming up with these bunkum number (fantastic ones at that!) has used Rs 5.60/kWh as the sale price of electricity which is higher by 50% compared to the rate I have used. However, I have a justification for doing so. As the cost of generation is, reportedly, Rs 2.62, the bulk rate for domestic consumption should not include a mark up of more than 40%. Similarly, if the electricity is to be exported, there is no possibility of India agreeing to pay more than west seti rate.

To conclude, these amounts (Rs 45.87 billion or Rs 34.5 billion) is high by a magnitude and our PM and energy minister and their ilk are getting excited for no reason simply because a misguided person (or an incompetent one) has come up with these illusionary numbers. I request your active help in rectifying the wrong impression caused as such, if at all possible.

Return on Investment
It is also possible that the reference to these numbers could have been made from the perspective of return on investment. I have analyzed this aspect too. I have come to learn that it will cost $ 2,980 million for Pancheshwar and Rupaligarh combination. In that case Nepal will have to invest $ 372 million in equity and raise a debt of $ 1,117.5 million to mobilize her share of the initial investment amounting to $ 1,490 million. At the reported rate of return on investment of 25% Nepal will earn Rs 6.98 billion only. It needs to be remembered that to earn such return one doesn’t need to sign unequal treaty like Mahakali Treaty and also invest. Businessmen in Nepal are known to earn return on investment at rates higher than this in certain ventures. Besides, Norwegians and Americans (who have since divested) have invested in hydropower in Nepal are earning at rates higher than this. Nepali investors have invested both in Nepal and India to earn similar returns. Therefore, if the hype being created was in the form of return on investment then it is completely misplaced on two counts. One, the numbers thrown around are high by a magnitude and getting a return on investment at such rates is normal and natural phenomenon; there is no need for banner headline and surrender other vital interests of Nepal (I will refer to one of these below).

Moreover, you will recall that Nepal is about to borrow $ 45 million from ADB to invest in west seti project and, from it one can easily infer that Nepal will not be able to spare $ 372 million (equivalent to Rs 28 billion) to invest in equity of this project. If Nepal has to borrow to invest in equity (besides having to borrow the debt part of $ 1,117.5 million) as such then instead of earning a return Nepal will become entangled in a debt trap. I don’t even feel like analyzing its impact.

Benefit from Carbon Revenue
As mentioned above, it was also reported that Nepal could earn Rs 4.24 billion from carbon revenue. I have two comments with regard to this, too. One, if the electricity is used in Nepal, there won’t be any carbon offset, thus precluding the prospect of revenue from carbon trading. Conversely, carbon trading could become a reality if Nepal’s share is exported, thus depriving people of far western development region from the much needed electricity. Even on this tangent the potential for Nepal receiving such an amount is very remote as the carbon offset takes place in India and, unlike some people in Nepal, Indians would never be willing to surrender something that they are entitled to. They would have been forced to cede the right to this source of revenue if something was stipulated in the Mahakali Treaty in this respect. But, unfortunately, the treaty is silent with regard to India having to sacrifice such revenue stream in favor of Nepal. Had clear stipulation been made about it in the Treaty then India would have been forced to divert it to Nepal. So the talk about Nepal benefiting from carbon revenue too is misleading. From the way things are going on now, I am starting to believe that all these rumor mongering were designed to make fools out of politicos, bureaucrats and people of Nepal.

Irrigation Benefit
I am certain that the reported irrigation benefit of Rs 5.69 billion too is dubious. However, I don’t wish to my invest time in analyzing this number as this benefit, if it were to occur, Nepal is entitled to every paisa of it. But I would like to draw your attention to what Nepal stands to lose.

At the time of signing this treaty people were assured of 50% water from this river, deemed to be a boundary river against the spirit of Sugauli Treaty of 1816. Even the Sankapa Prastav passed by the joint session of the parliament reiterated that Nepal is entitled to 50% water. However, unfortunately, after implementation of this project only 93,000 hectare of land will be irrigated in Nepal and 1.6 million hectares in India; a clear case of breach of the principle of 50%. It has come to my knowledge that Nepal will have to sacrifice 86.5 km2 of its land to build the reservoir; amounting to 43% (57% submergence is supposed to happen in India). From this perspective, Nepal is entitled to irrigation of 43% land not just 5.49%. In view of this India needs recompense for 37.54% irrigation facility that India uses in addition to the share she is entitled to. If it is to be monetized at the rate South Africa is paying Lesotho, Nepal deserves Rs 15.17 billion per annum. However, to my dismay, nobody is talking about this issue and looks like the corrupt politicos and bureaucrats of Nepal are happy to surrender this right while chasing the mirage of Rs 45 billion.

Anti-development
Misguided people who fail to comprehend these important issues brand people like yours truly anti development. People like me are simply trying to ensure that Nepal is not short changed out of what she is legitimately entitled to. I am sure that you too wish the same for our motherland.

I hope you, in the capacity of the chief of project, will eagerly work to clear the environment vitiated by this disinformation campaign.

In many parts of the world, natural resources has been an important factor of fuellingethnic and cultural tensions whether it is Nigeria or in Latin American countries or in Iraq between Kurdish and Shia / Sunni or the Pastho and Hajara speakers in Afghanistan or Sudan betwee North and South or in Western Africa or in central African countries. Or one should go and vist the latest country, South Ossetia, who got independence simply for language and culture with the active support of Russia, but resources........NIL. or Abkhazia who are lamenting within 15 years of independence. The main issue everywhere is always for the equal access to the land and live based productive resources.

If we go deep inside the conflict as mentioned above, Kathmandu Valley could be locked as much as Gaza like a open jail and economic sanctions can starve the Kathmanduities to death within days, simply because they have nothing to offer like kathmandu!!! Kathmandu is empty at all. The value of Kathmandu will further shrink once the fenderal set up is announced.

We, Newars, are hostile, lack of far sightedness, non-tolerance, confined, back biting, Believe it or not and moreover Yekalkate with complex and FOOL. Further, we do have that much guts to fight for OUR SHARE as the Shia and kudish do in Iraq for the oil fields!!! This is the reality!!!

One must think not twice but thrice before heading to ethnic based federalism. There are so many implications indeed. One must go and visit couple of places to understand the restrictions of natural resources for the locals!!!

I fully agree with the issues raised in the article. We, Kathmanduities, are almost empty except some neo-capitalist.....all age old Khandanis have disappeared ....exhaused the most valuable lands to domestic migrants ( one should go to China and do a study - people from the rest of the provinces cannot buy land in Bejhing while we happily sale our land to outsiders and today we talk about the migrant's crowd!!!) and handful of so called intellectuals are enthusiastic for blame game for each and every issue without a tangible policy for post Newa Rajya....

Nepal’s forests are no longer a natural resource to be tapped for development, water is. Only 12 per cent of Nepal’s 4 million hectares of arable land is irrigated, that too mostly during the rainy season. Most of the rivers are snow-fed, so if we construct reservoir and canal network, we can irrigate land in the hills and Tarai all year round. Farms can have three, even four harvests, a year. There is no need for Nepal to be food-deficit. Water resource has multi-dimensional utilization (irrigation, drinking, transportation, and tourism, industrial) and, therefore, it shouldn’t just be understood as a source of energy. We can earn more from rafting based tourism than generating hydroelectricity from the Bhote Kosi, for instance. Nepali leaders often talk about the country’s hydropower potential, and dream of exporting it to India. Even if hydro-electricity is generated, its most productive use would be domestic, to power industries and generate employment locally. By exporting raw power to India, we can earn some cash in the form of royalties of under 3 percent which will not help domestic economic growth. In a federal system, there is a bigger chance that federal units will independently negotiate to export power to India. Electricity rich provinces can sell power to those who pay the most. Most of the Nepal’s hydro-energy sites are in the mid-west, which generate over 300 MW but only half of it is consumed in the region.

At present, the central development region generates over 250 MW, of which almost all power is consumed here. But the eastern region generates only 14 MW but this is the region which consumes the highest amount of power. The mid west will export to the eastern region only if it is ready to pay the amount it demands or else it will export to India for better price.
Melamchi is in future Tamsaling province. If the Newa province wants to bring Melamchi water, it should be ready to pay the price Tamsling demands. Kathmanduites who are paying Rs 50 per month for water, will have to pay a lot more as the price of water. If Newa fails to pay the price, Tamsaling is free to sell it to whichever province pays the price. Nepal Mandala has no potential for hydro electricity. If it is declared a separate province, either people will have to live in the dark or import the power at a high price. For energy and regulated water, we need to build reservoirs on our rivers, which will inundate land in the fertile valleys. The upper riparian province will therefore be deprived of using the water, and the lower riparian will benefit. A federal Nepal will face the same issues we now currently face vis-à-vis India about river basin development. How will it be possible to irrigate Jhapa without submerging valleys in the Limbuwan province? When two provinces compete, a third province can benefit, and these disputes can weaken the nation. Decision on water resources should therefore not be devolved to the provincial units but be the prerogative of the centre, like foreign policy and defense.

But the proposed ethnic-based provinces will not accept this idea. Nepal has already signed the ILO Convention 169, which allows control of the indigenous communities over the natural resources. In other words, this convention goes against the argument that there should be central jurisdiction over water resources. The bottom line is that a federal system will not be conducive to Nepal’s national interest with regards to sharing benefits from water resources, and it will affect our development process.

Good to hear from you. Also glad to know that you are perusing my writings with interest.

I don’t come from a family that send their children to pricey schools. My parents have invested quite a lot in getting me educated. So has Nepal, our motherland. Therefore, I owe it to both my motherland and my parents to use my knowledge, experience and exposure for the benefit of this country. In studying projects like west seti in depth, I am trying to ensure that Nepal is not short changed. And when I analyze issues related to federalism, I am trying to ensure that we don’t fail to exploit our natural resource to the optimum level possible nor does Nepal disintegrate.

Majority of people in Nepal are not well educated and it’s not their fault that they don't understand most of these things; including those in leadership as well as in CA. I, therefore, think that it is incumbent upon educated people like us to endeavor to understand things like these, educate others and raise voice in unison. I am doing it and hope that others too will soon join me.

One thing I have not learnt is to act like an ostrich, bury the head in sand and hope that everything will be hunky dory.

I have further contemplated as to what you said about Mahakali treaty and Dr Lohani and felt like making following comment.

First of all you are not merely a well educated person but a learned one at that. Therefore, I would think that you should be able to draw your own inferences after reading the relevant documents, if you don’t feel like accepting my statements at its face value. More so because the treaty in question, attached herewith, is just 3-page long, instead of waiting for Dr Lohani to admit he made a mistake in signing it.

Interestingly Dr Dwarika Nath Dhungel (who was secretary of water resources ministry at the time of signing the treaty) has admitted on record a couple of times that Mahakali treaty was a mistake and he is prepared to be hung publicly along with others. Just last Thursday, he repeated the same statement on ABC TV when we were having a panel, live, discussion on Pancheshwar. The other participant was Ajaya Dixit.

This morning I had an opportunity to make a presentation on west seti (also on multipurpose Melamchi) to the Public Accounts Committee of the parliament. It was made possible due to the initiative of Dr Lohani. Commenting on my paper Dr Lohani emphasized the importance of having to be careful with regard to the principle of “prior existing consumptive use of water” and went on to add that he too has been party to an error without specifying a treaty or project.

Thank you for sending the article published in Gorkhapatra. It is
consistent with your views on federalism being an obstacle to the optimal
use of Nepal's water resources. Much as my heart agrees with your analysis,
it may be too late and we may have to settle for the best deal, or the
least bad - maximizing benefits, assuming there are a few, and minimizing
losses over time.

Sharing water resources

Water resources will be the next contentious issue in a federal Nepal

Nepal’s forests are no longer a natural resource to be tapped for development, water is. Only 12 per cent of Nepal’s 4 million hectares of arable land is irrigated, that too mostly during the rainy season. Most of the rivers are snow-fed, so if we construct reservoir and canal network, we can irrigate land in the hills and Tarai all year round. Farms can have three, even four harvests, a year. There is no need for Nepal to be food-deficit. Water resource has multi-dimensional utilization (irrigation, drinking, transportation, and tourism, industrial) and, therefore, it shouldn’t just be understood as a source of energy. We can earn more from rafting based tourism than generating hydroelectricity from the Bhote Kosi, for instance. Kosi, Gandaki, Karnali including Bagmati can be used as waterways, the cheapest means of transport. Nepali leaders often talk about the country’s hydropower potential, and dream of exporting it to India. Even if hydro-electricity is generated, its most productive use would be domestic, to power industries and generate employment locally. By exporting raw power to India, we can earn some cash in the form of royalties of under 3 percent which will not help domestic economic growth. In a federal system, there is a bigger chance that federal units will independently negotiate to export power to India. Electricity rich provinces can sell power to those who pay the most. Most of the Nepal’s hydro-energy sites are in the mid-west, which generate over 300 MW but only half of it is consumed in the region.

At present, the central development region generates over 250 MW, of which almost all power is consumed here. But the eastern region generates only 14 MW but this is the region which consumes the highest amount of power. The mid west will export to the eastern region only if it is ready to pay the amount it demands or else it will export to India for better price.
Melamchi is in future Tamsaling province. If the Newa province wants to bring Melamchi water, it should be ready to pay the price Tamsling demands. Kathmanduites who are paying Rs 50 per month for water, will have to pay a lot more as the price of water. If Newa fails to pay the price, Tamsaling is free to sell it to whichever province pays the price. Nepal Mandala has no potential for hydro electricity. If it is declared a separate province, either people will have to live in the dark or import the power at a high price. For energy and regulated water, we need to build reservoirs on our rivers, which will inundate land in the fertile valleys. The upper riparian province will therefore be deprived of using the water, and the lower riparian will benefit. A federal Nepal will face the same issues we now currently face vis-à-vis India about river basin development. How will it be possible to irrigate Jhapa without submerging valleys in the Limbuwan province? When two provinces compete, a third province can benefit, and these disputes can weaken the nation. Decision on water resources should therefore not be devolved to the provincial units but be the prerogative of the centre, like foreign policy and defense.

But the proposed ethnic-based provinces will not accept this idea. Nepal has already signed the ILO Convention 169, which allows control of the indigenous communities over the natural resources. In other words, this convention goes against the argument that there should be central jurisdiction over water resources. The bottom line is that a federal system will not be conducive to Nepal’s national interest with regards to sharing benefits from water resources, and it will affect our development process.

पश्चिम सेती आयोजनाको सन्दर्भमा सार्वजनिक लेखा समितिको सराहनिय कदम

यही साउन १५ गते संबिधान सभाको सार्वजनिक लेखा समितिबाट नेपाल सरकारलाई पश्चिम सेती आयोजनाको सम्बन्धमा केही निर्देशनहरु दिइएकोछ । यस जलबिद्युत आयोजनाको लागि सुदूर पश्चिमााचलको डोटी, डडेल्धुरा, बझाङ र बैतडी जिल्लाहरुमा निर्माण हुने जलाशयको कारणले तल्लो तटीय क्षेत्रमा सुख्खायाममा िसंचाई गर्न नियन्त्रित रुपमा उपलब्ध हुने अतिरिक्त पानी र बाढी नियन्त्रण सम्बन्धमा यस आयोजना सम्बन्धी कागजात मौन रहेको र नेपालले भारतबाट आयात गर्दाको तुलनामा यो आयोजनाबाट भारत निर्यात गर्दाको दर आधै कम भएको तर्फ संसदीय समितिको गम्भिर ध्यान आकर्षित भएको देखिन्छ । साथै निकासीमूलकको आयोजनालाई पैठारी महसूल, आयकर आदि छूट दिनुको औचित्य सम्बन्धमा प्रश्न गरिएकोछ र एशियाली विकास ब्यांकबाट महंगो ब्याज दरमा सांढे ४ करोड डलर ऋण लिएर नेपाल सरकारले यो आयोजनामा लगानि गर्ने सम्बन्धमा पनि प्रश्न उठाएइकोछ । यस परिप्रेक्ष्यमा सार्वजनिक लेखा समितिको निर्देशनहरु नेपालको राष्ट्रिय स्वार्थ सम्बन्र्धन गर्ने खालका देखिन्छन् र समसामयिक पनि छ । कसैले पनि राम्रो कामलाई राम्रो भन्न काजुशी गर्न हुन्न सराहना गर्नैपर्छ ।

जलाशयको कारण तल्लो तटीय क्षेत्रमा िसंचाई
नेपालमा वर्षातको ४ महिना मनसूनि वर्षा हुन्छ भने बांकी ८ महिना पानी पर्दैन; अपवाद स्वरुप पश्चिमी वायूको कारण हिउंदमा पर्ने पानी बाहेक, जसको परिमाण मनसूनि वर्षाको तुलनामा नगन्य नैं हुन्छ । पानी पर्ने र नपर्ने यो प्रकृतिले गर्दा वर्षातमा अत्यधिक वर्षाले बाढी पहिरोको समस्या हुन्छ भने हिउंदमा पानीको हाहाकार नैं हुन्छ खान र सरसफाईलाई समेत पानीको अभाव हुन्छ, िसंचाई गर्ने भनेको त सपना मात्र हो । रुकुम जाजरकोट लगायतका पश्चिम नेपालमा झाडापखाला आतंकको जननी पनि पानीको अभावै हो जसले गर्दा सयौं नेपालीले अकाल मृत्युबरण गरिरहेकोछन् ।

तर यो आयोजनाले जलाशय निर्माण गर्दा वर्षातको पानी संचय भएर तल्लो तटीय क्षेत्रमा भारतमा समेत बाढी पहिरो जांदैन भने यसरी संचित पानी उपयोग गरेर हिउंदमा बिजुली उत्पादन गर्दा सुख्खायाममा यो नदीमा अहिले हुने पानी भन्दा कैयौं गुणा बढी बग्ने अवस्था बन्दछ । परिमाणात्मक हिसाबमा आयोजना निर्माणपूर्व यो नदीमा सुक्खायाममा औसत ४५ घन मिटर प्रति सेकेन्ड पानी बग्नेमा आयोजना सम्पन्न भए पछि औसत १३५ घन मिटर प्रति सेकेन्ड पानी बग्ने आकलन जलश्रोत क्षेत्रमा ५० सौं वर्ष देखि काम गर्दै आउनुभएका बिज्ञ डा. आनन्द बहादुर थापाको छ । यसले गर्दा आयोजना सम्पन्न हुंदा ९० घन मिटर प्रति सेकेन्ड अतिरिक्त पानी तल्लो तटीय क्षेत्रमा िसंचाई लगायतको प्रयोजनको लागि उपलब्ध हुन्छ, जुन पानीले ९० हजार हेक्टरमा धान रोप्न पुग्छ भने पानी फारो हुने अन्य वाली लगाउने भए २ लाख ७० हजार हेक्टर जमिन िसंचाई गर्न पुग्छ ।

प्रस्तुत आयोजनालाई नेपालले बहुआयामिक लाभ लिने गरेर बहुउद्देश्यीय नबनाईएकोले नेपाल भित्र ९० घन मिटर प्रति सेकेन्ड अतिरिक्त पानी सदुपयोग गर्ने भौतिक संरचना पूर्वाधार आदि केहि पनि निर्माण नगर्ने हुनाले यो परिमाणको पानी सोझै भारतको पोल्टामा पर्न जान्छ । स्मरणिय के छ भने भारतको उत्तर प्रदेशमा यो पानी उपलब्ध भएको अवस्थामा िसंचाई गर्न आवश्यक नहर प्रणाली लगायतका भौतिक संरचना पूर्वाधार तैयारी अवस्थामा छ, अहिले नैं बिद्यमान छ पानीको अभावमा संचालनमा नआए पनि । जसले गर्दा यसरी उपलब्ध हुने अतिरिक्त पानीको लाभ भारतले प्राप्त गर्नेछ । साथै बिद्यमान उपभोग्य उपयोगको सिद्धान्त प्रयोगमा आएर एक वर्ष यस्तो पानी भारतले प्राप्त गरेपछि त्यस पछिका वर्षहरुमा पनि यस्तो पानीमा स्वतः भारतको अधिकार लाग्ने दावी गरिनेछ जुन सिद्धान्त महाकाली सन्धीमा प्रयुक्त गरेर नेपालको पनि आधा पानीमा हक लाग्ने नारा िदंदा िदंदै पनि नेपालको भागमा सांढे तीन प्रतिशत मात्र पारेकोबाट स्पष्ट भईसकेकोछ ।

नेपाल र नेपालीको सर्बोच्च हित चिताएको दावी गर्ने केहि जलश्रोतको अन्तर्राष्ट्रिय कानूनबिज्ञ नेपालीहरुले नेपालको नदी नालामा बगेको पानीमा नेपालको एकलौटी हक नलाग्ने धारणा राखेको र यो तप्काले पानी बगेर भारतै जाने हुनाले माथि उल्लिखित ९० घन मिटर प्रति सेकेन्ड नियन्त्रित अतिरिक्त पानी सम्बन्धमा विषेश महत्व दिएर कुरा गर्न आवश्यक छैन भन्दै आएकाछन्, जुन कुरा युक्तिसंगत नभएकोतर्फ प्रकाश पार्न जरुरी छ ।

आयोजना निर्माण पश्चात ९० घन मिटर प्रति सेकेन्ड नियन्त्रित अतिरिक्त पानी प्राकृतिक रुपमा त्यत्तिकै उपलब्ध हुने नभएर डोटी, डडेल्धुरा, बझाङ र बैतडी जिल्लाका खेतीयोग्य जमिन वन जंगल आदि समेत जम्मा ३ हजार ४ हेक्टर नेपालले तिलांजली दिएर निर्माण हुने जलाशय सहितको आयोजनाको कारणले उपलब्ध हुने हो । यस क्रममा १२ हजार ९ सय १४ नेपाली जनता बिस्थापित हुनेछन् र यिनको पुनर्वासको व्यवस्था आयोजनाले गर्ने हुनाले तिलांजलि दिनुपर्ने मध्ये ६ सय ५९ हेक्टर खेतीयोग्य जमिनको सम्म सोधभर्ना हुने देखिन्छ । तर बांकी २३ सय ४५ हेक्टर जमिन नेपालले सोधभर्ना पाउने व्यवस्था किहंकतै छैन । तसर्थ नेपालले आफ्नो बहुमूल्य भूभाग त्यागेर बन्ने जलाशयबाट यस्तो नियन्त्रित अतिरिक्त बहाव श्रृजित हुने हुनाले यो आयोजनालाई बहुउद्देश्यीय अवधारणा दिएर नेपाल आफैले उपयोग नगर्ने हो भने समुचित मूल्य लिएर मात्र अरुलाई उपलब्ध गराइनु पर्छ ।

माथिको कुरा यो पंक्तिकारले मनगढन्ते किसिमले नभनेको यस पत्रिकाका पाठकलाई बिदितै छ जुन संसारमा बिद्यमान नजीरको आधारमा उल्लेख गरिएकोछ । नेपाललाई तीन तिर भारतले घेरे झैं लेसोथो दक्षिण अपि्रुकाले चारै तिरबाट घेरिएकोछ र १८ घन मिटर प्रति सेकेन्ड पानी दक्षिण अपि्रुकालाई उपलब्ध गराएबापत वार्षिक सांढे २ करोड डलर लेसोथोले प्राप्त गर्छ । पश्चिम सेतीको लागि निर्माण हुने जलाशयबाट ९० घन मिटर प्रति सेकेन्ड पानी भारतलाई सुख्खायाम ८ महिना उपलब्ध हुने हुनाले लेसोथोको नजीरको आधारमा वार्षिक ८ करोड ३३ लाख डलरमा नेपालको हक लाग्छ जुन प्रति डलर रु ७५ को दरले वार्षिक सवा ६ अर्ब रुपैया बराबर हुन्छ ।

बाढी पहिरो नियन्त्रण
माथि नैं उल्लेख भै सक्यो कि नेपालको भूभाग डुबानमा पारेर जलाशय निर्माण गर्दा भारतको तल्लो तटीय क्षेत्र बाढी पहिरोको विभिषिकाबाट जोगिन्छ, घर जग्गा, वाली नाली, वस्तुभाउ, कल-कारखाना, पूर्वाधार आदि बाढीको चपेटामा परेर हुने खतीबाट जोगिन्छ । साथै बाढी पछि पुनःस्थापन र पुनर्वासमा लाग्ने खर्च पनि जोगिन्छ । सम्झनु पर्ने कुरा त के हो भने भारतलाई यसरी लाभान्वित गर्न नेपालको ३ हजार हेक्टर भन्दा बढी भूभागमा स्थायी रुपमा जलाशय बन्छ ।

तसर्थ उल्लिखित आयोजना निर्माण गर्ने हो भने भारत अवस्थित तल्लो तटीय क्षेत्रमा बाढी पहिरो नियन्त्रणबाट के कति लाभ हुन्छ भन्ने सम्बन्धमा पनि आकलन गर्न आवश्यक हुन्छ जुन भएको छैन । कोलम्बिया सन्धी अन्तर्गत संयुक्त राज्य अमेरिकाले क्यानाडालाई यस सम्बन्धमा तिर्न प्रयुक्त सिद्धान्तको आधारमा नेपालले भारतबाट रकम प्राप्त गर्न आवश्यक छ र संसदीय समितिले नेपाल सरकारलाई यस सम्बन्धमा अध्ययन गर्न निर्देशन दिन वान्छनिय छ ।

सस्तो दरमा उच्च गुणस्तरको बिजुली
नदीको बहावमा आधारित आयोजनाको हकमा उत्पादित बिजुली प्रयोग गर्न नसके खेर जान्छ भने जलाशययुक्त आयोजनाको हकमा उच्च मांग भएको बखत मात्र उत्पादन गर्न सकिन्छ र बांकी अवधिको पानी जलाशयमा संचित गर्न सकिन्छ । उच्च मांग भएको समयमा उत्पादित बिजुलीको खुद्रा बिक्री दर पनि उच्च नैं हुन्छ किनभने वैकल्पिक तरीकाबाट यस्तो बिद्युत उत्पादन गर्न प्रति युनिटको १५ रुपैया भन्दा बढी पर्छ । तर यो आयोजनाको बिजुली भारतलाई सांढे तीन रुपैयाको हाराहारीमा निकासी गर्ने बन्दोबस्त भईसकेकोछ । भारतबाट ६ रुपैंया भन्दा बढीमा पैठारी गर्दा सहुलियत दरमा मानिन्छ र नेपाल र नेपाली अनुग्रहित हुने अपेक्षा राखिनु बिडम्बना हो । यो आयोजना सम्पन्न भएपछि आधा मूल्यमा यो आयोजनाबाट बिजुली पैठारी गरेर भारतले यहि बिजुली नेपाललाई दोब्बर मूल्यमा निकासी गर्ने स्थिति विकास हुनेछ ।

तसर्थ संसदीय समितिले यस सम्बन्धमा चासो देखाएको जायज छ । तर स्मरणिय कुरा के हो भने निकासी गरिएको बिजुलीमा नेपालले पाउने भनेका क्षमता रोयल्टी स्वरुप प्रति किलोवाट १ सय रुपैया र उर्जा रोयल्टी स्वरुप कूल आम्दानीको २ प्रतिशत र निकासी कर प्रति सय रुपैयाको पांच पैसा मात्र हुनाले निकासी दर दोब्बरै भए पनि हालको दरमा निकासी गर्दा नेपालले यी शिर्षकहरुमा वार्षिक ३२ करोड रुपैया पाउनेमा दर दोब्बर भएमा वार्षिक ५७ करोड रुपैया पाउने हुन्छ ।

नेपालमा बिद्युतिय संकटको बेलामा निर्यात
अहिले एक चौथाई नेपाली जनता खण्डे लोडसेिडंग गत हिउंदमा दैनिक १८ घण्टा सम्म को मारमा छन् भने बांकी तीन चौथाई जनता चौबिसै घण्टा बाह्रै मास पूर्ण लोडसेिडंगमा बस्न बाध्य छन् । तर पनि यो आयोजनालाई निकासीमूलकको रुपमा त्यो पनि सस्तो दरमा अगाडी बढाईदैछ र पाखण्डपना देखाईदैछ नेपालको बिद्युतिय संकट निराकरण गर्ने नाममा भारतबाट महंगो दरमा बिजुली पैठारी गर्ने सपना देखाएर ।

गहिरिएर हेिरएमा यो आयोजना सम्पन्न हुने बेला सम्ममा यसबाट उत्पादन हुने सबै बिजुली नेपाललाई नैं आवश्यक हुनेछ यदी सुदूर पश्चिमााचल विकास क्षेत्रलाई अहिले जत्तिकै पिछडिएको अवस्था नराख्ने भए । उदाहरणको लागि चुनढुंगा खानीहरु उत्खनन् गरेर सिमन्टी कारखाना खोलेर यो क्षेत्रको औद्योगिकरण गर्न रोजगारी श्रृजना गर्न सकिन्छ । जडिबुटी प्रशोधन लगायतका धेरै उद्योगधन्दा यस क्षेत्रमा स्थापना हुन सक्दछ । तर यो क्षेत्र विकसित होला भनेर डराउनेहरु आर्थिक उन्नति कसरी हुन्छ भन्ने नबुझ्नेहरु र यो क्षेत्रलाई सहानुभूति र दयाको पात्र मात्र बनिरहोस् भन्ने चाहनेहरु यो आयोजनालाई निकासीमूलककै रुपमा कार्यान्वयन गर्न चाहन्छन् ।

यो आयोजनाबाट उत्पादन हुने ३ अर्ब युनिट बिजुली यस भेगमा पूर्णतः खपत नभएमा पनि पूर्व पश्चिम राजमार्ग हुंदै ४ सय किलोभोल्टको प्रशारण संजाल निर्माण गरेर बांकी बिजुली बढी खपत हुने पूर्व तर्फका ३ विकास क्षेत्रमा आपूर्ति गर्न सकिन्छ । यसपछि पनि बांकी रहेको बिजुली समुचित मूल्यमा भारत निकासी गर्न सकिन्छ सिन्कीको मोलमा होइन निकासी नैं गर्न हुन्न भन्ने कदापी होइन ।

पैठारी महसूल आयकर आदि छूट
यस पंक्तिकारले यसै पत्रिकामा केहि समय अगाडी प्रकाशित लेखमा सिद्ध गरिसकेकोछ कि पैठारी महसूल आयकर आदि निर्यातमूलक आयोजनालाई छूट िदंदा बिजुली सस्तो दरमा उत्पादन हुन्छ र यसबाट नेपालले भारतमा सस्तो बिजुली आपूर्ति गर्न वित्तिय सहुलियत दिए जस्तो हुन्छ । स्पष्ट छ नेपालमा नैं बिजुली खपत हुने भए यस्तो छूटको औचित्य हुन्छ निकासी गर्ने भए निष्प्रयोजन हुन्छ । यस्तो विषयमा संसदीय समिति पनि संबेदनशील भएकोमा खुशी मान्नैपर्छ ।

नेपाल सरकारले लगानि गर्ने
नेपालको बिद्युतिय संकट टार्नको लागि बन्न लागेको माथिल्लो तामाकोशी आयोजनामा भने नेपाल सरकारले लगानि गर्ने चासो देखाएको छैन । तर महंगो ब्याज दरमा ऋण लिएर नेपाल सरकारले यो आयोजनामा लगानि गनु आश्चर्यजनक हो । कारण दर्शाईंदैछ यो आयोजनाबाट नेपालले पनि लाभांश प्राप्त गर्ने सम्भावनालाई । हिसाबबाट के देखिन्छ भने सांढे ४ करोड डलर सांवा र त्यसमा आयोजना निर्माण अवधिमा लाग्ने ५ वर्षको ब्याज डेढ करोड डलर समेतको सांवा ब्याज १० वर्षमा चुक्ता गर्न वार्षिक २० प्रतिशतको दरले लाभांश प्राप्त भए पनि अपुग हुनेछ र नवौं वर्ष सम्म हरेक वर्ष थप रकमको जोहो गर्न पर्ने हुनेछ नेपाल सरकारले । तसर्थ ऋण लिएर यो आयोजनामा लगानि गरेर नेपालको भलो हुने अवस्था छैन ।

पश्चिम सेती जलबिद्युत आयोजना उत्कृष्टतम् मध्येको एउटा हो । जलाशययुक्त भईकन पनि यसको प्रति किलोवाट निर्माण लागत १५ सय डलर भन्दा कम छ । यसबाट उच्च मांग भएको समयमा बिजुली उत्पादन गर्न सकिन्छ जसको बिक्री मूल्य अधिकतम हुन्छ तर उत्पादन लागत भने न्यूनतम छ । यसको जलाशय निर्माणोपरान्त तल्लो तटीय क्षेत्रमा सुख्खायाममा िसंचाई गर्न नियन्त्रित रुपमा अतिरिक्त पानी उपलब्ध हुन्छ भने वर्षातमा बाढी नियन्त्रण पनि हुन्छ ।

तर बिगतका सरकारको गल्तीले गर्दा यस आयोजनाको प्रतिकूल प्रभाव जति नेपालको भागमा पारेर लाभान्वित भने भारत हुने गरेर आयोजना सम्झौता भएको थियो । अहिले एशियाली विकास ब्यांकको बुई चढेर यसको प्रणेता नेपाल सरकार समक्ष थप अनुचित शर्तहरु तेस्र्याएर सम्झौता संशोधन गर्ने मांग लिएर आएकोछ । नेपाल सरकारलाई पनि यस अवसरमा नेपाल प्रति भएको असमान एवम् अनुचित प्रावधानहरु संशोधन गर्ने मौका आएकोछ । यो काम गर्न सार्वजनिक लेखा समितिले अग्रसरता देखाएकोछ नेपाली जनता शुभेच्छा सहित साधुबाद दिन चाहन्छ ।

यो आयोजनालाई अहिलेको अवधारणा अनुरुप निकासीमूलक नैं रहन दिने हो भने नेपालको हक लाग्ने तल्लो तटीय क्षेत्रमा सुख्खायाममा नियन्त्रित अतिरिक्त पानी उपलब्ध गरे बापत वार्षिक सवा ६ अर्ब रुपैया प्राप्त गर्ने निष्प्रयोजन पैठारी महसूल आयकर आदि छूट नदिने व्यवस्था गर्न जरुरी छ । माथि उल्लिखित हिसाबबाट देखिए अनुरुप निकासी दर दोब्बर गर्दा २५ करोड रुपैया मात्र थप रोयल्टी बापत प्राप्त हुने हुनाले यो कुरामा सम्झौता गर्न सकिन्छ ।

माथि उल्लिखित सुधार गर्न आयोजनाका प्रणेता तथा भारत तयार नभएमा नेपालको कैलाली बांके बर्दिया आदिका उर्बर जमिन सुख्खायाममा िसंचाइ गर्न पुग्ने सम्म पानी संचित गर्न बांधको उचाई घटाएर यसो गर्दा डुबानक्षेत्र पनि घट्छ आयोजना निर्माण गरेर उत्पादित बिजुली सुदूर र मध्य पश्चिमााचल विकास क्षेत्रको औद्योगिकरण गरेर त्यहां प्रशस्त रोजगारी श्रृजना गर्ने काममा प्रयोग गर्ने र बढी भएको बिजुली नेपाल भित्र अन्यत्र सदुपयोग गर्ने । यसपछि पनि बांकी भएको बिजुली भारतलाई ६ रुपैया उसले नेपाललाई अनुग्रहित पार्न तोकेको दर भन्दा कममा निकासी गरेर भारतलाई अनुग्रहित बनाउन सकिन्छ ।

अपेक्षा गरौं संसदीय समितिले समस्याको गम्भिरता बुझेर निर्णय निरोपण गर्नेछ । चलन चल्तीको उखान उद्धरण गर्ने हो भने कुन्नि के मरी भन्ने पीर भन्दा पनि काल पल्किेला भन्ने चिन्ता हो । यो आयोजनबाट अर्बौं मूल्यको नियन्त्रित अतिरिक्त पानी भारतलाई सुख्खायाममा सित्तैमा दिने नजीर खडा भए पछि अन्य ठूला आयोजनाबाट पनि त्यसै गरेर नेपालको भूभाग डुबाएर श्रृजित नियन्त्रित अतिरिक्त पानी भारतले पाउनु पर्ने दाबी लाग्ने र भारतको उत्तर प्रदेश बिहार र बंगालमा िसंचाई गर्नको लागि नेपालमा ठूला ठूला जलाशयहरु निर्माण गर्दै नेपाली जनतालाई बिस्थापित गर्दै जाने परिपाटी बन्नेछ ।

संघीयतामा जलश्रोत

जलसम्पदा अब नेपालको विकासको एकमात्र विकल्परहित श्रोत हो । हिजोसम्म वन जंगल जडिबुटीमा नेपाल धनी भनिन्थ्यो । तर गलत नीति शान्ती सुरक्षाको अभाव अप्रभावकारी प्रशासनिक संरचना समेतका कारणले वन जंगल लगभग सखाप भई सक्यो । त्यसैले "हरियो वन नेपालको धन" पनि अब उखानमा मात्रै सीमित हुन पुगेको छ ।

तर जलश्रोतबाट नेपालको भाग्य बदल्न सक्ने क्षमता अझै पनि बांकी छ । नेपालमा ४० लाख हेक्टर उब्जनशील जग्गा जमिन मध्ये १२ प्रतिशतमा मात्र िसंचाईको सुविधा उपलब्ध भएको अवस्था छ त्यो पनि अधिकांशमा वर्षातमा मात्र । तसर्थ जलश्रोत नेपालको सबैभन्दा उपयोगी र महत्वपूर्ण श्रोत मात्र नभएर एकमात्र विकासको श्रोतको रुपमा हामीसँग उपलब्ध छ ।

नेपालमा उत्तरतिर हिमाल बीचमा पहाडी भूभाग र दक्षिणतिर तराईको मैदान कायम गरिदिएकाले प्रकृतिले नै जलश्रोत नेपालको लागि बरदान रुपमा प्राप्त छ । यो प्रकृतिको बरदानलाई पनि यदि हामीले सदुपयोग गर्न नसकॆ "बाँदरको हातमा नरिवल" हुने अवश्यंभावी छ । हिमालको हिउंमा पानी संचय हुन्छ, पहाडी र हिमाली भेगमा जलाशय निर्माण गरेर वर्षातको पानी पनि संचित गर्न सकिन्छ । अनि तराईको उर्बर भूमिमा वर्षै भरी िसंचाई गरेर ३ देखि ४ वाली सम्म खेती गर्न सकिन्छ । यसो गर्न सकेमा नेपाल एउटा समृद्धशाली मुलुक बन्ने धेरै समय लाग्नेछैन ।

जलश्रोत भन्नाले केवल विद्युत उत्पादन मात्र होइन । जलको बहुआयामिक प्रयोग गरेर पनि देशलाई सम्पन्न बनाउन सकिन्छ । जस्तो र् याफ्टिग, सिँचाई, जलमार्ग, खानेपानी, उद्योगको लागि पानी, आदि । भोटेकोशी जस्तो नदीमा जलविद्युत निकाल्नु भन्दा र् याफ्टिग मार्फत पर्यटकहरुलाई आकर्षण गर्न सके बिजुली उत्पादनबाट भन्दा बढी आर्जन गर्न सकिन्छ । कतै सिँचाई गरी जमीनबाट अत्यधिक बाली उत्पादन गरी त्यसबाट समग्र देशवासीको हीत गर्न सकिन्छ । कोशी, गण्डकी, कर्णाली जस्ता ठूला नदीहरु मात्र होइन राजधानीको बागमती, विष्णुमती जस्ता मध्यम खालका नदीहरुलाई पनि जलमार्गको रुपमा प्रयोग गर्न सकिए सस्तोमा यातायात सेवा उपलब्ध हुने थियो । पानीमा चल्ने यातायात अरु सबै यातायात भन्दा कम खर्चालु हुन्छ ।

नेपालका नेताहरु नेपालमा लोडशेिग गरी भारतमा बिजुली बेच्ने सपना देख्छन् । यदि नेपालमा पर्याप्त बिजुली उत्पादन हुन्छ भने त्यसलाई भारतमा बेच्ने होइन । बरु नेपाल मै चुनढुंगाबाट सिमेन्ट, जडीबुटीबाट औषधी, उत्पादनमूलक कार्यमा प्रयोग गरी आर्थिक विकास गर्नुपर्छ । हामी सस्तोमा भारतलाई बिजुली बेच्ने अनि महंगोमा त्यहांबाट सिमेन्ट किन्नुपर्ने बाध्यता को कुचक्रबाट मुक्ति पाउने तिर लाग्न पर्छ । त्यसैले बिजुली जस्तो कच्चा पदार्थ बेचेर धनी हुने सोम शर्माको सपना हामीले नदेखे हुन्छ ।

तर संघीय व्यवस्था आए भने नेपालमा उत्पादन हुने बिजुली भारतमा बेचिने सम्भावना धेरै हुन्छ । किनभने जुन प्रदेशमा बिजुलीको उत्पादन बढी छ उसले आÏनो बिजुली उसैलाई बेच्न खोज्छ जसले उसलाई बढी मूल्य तिर्छ । अहिले पनि हेर्ने हो भने नेपालको पश्चिमााचल विकास क्षेत्र सबैभन्दा बढी विद्युत उत्पादन हुने क्षेत्र हो । त्यहाँ हाल ३ सय मेगावाट भन्दा बढी जलविद्युत उत्पादन हुन्छ तर खपत आधा जति मात्र हुन्छ । त्यसपछि मध्यमााचल क्षेत्र पर्छ । यहाँ पौने ३ सय मेगावाट उत्पादन हुन्छ र लगभग सबै यिहं खपत हुन्छ । पूर्वााचलमा केवल १४ मेगावाट मात्र उत्पादन हुन्छ तर उपभोग भने अरु सबैमा भन्दा बढी छ । यस्तो स्थितिमा पश्चिमााचलमा पर्ने प्रदेशले आफूले तोकेको भाउ दिएमा मात्र पूर्वलाई बिजुली बेच्ने छ । यदि पूर्वले भन्दा भारतले उसलाई बढी मोल दिन्छ भने उसले किन पूर्वलाई बिद्युत बेच्छ, उसले त सिधै भारतलाई बेच्छ । भारतले दिने भाउ नेपालको भन्दा बढी पनि छ । र हाल चर्चामा चलिरहेको संघीय व्यवस्थामा कुनै पनि प्रदेश आफूले उत्पादन गरेको बिजुली जहाँसुकै बेच्न स्वतन्त्र हुन्छ ।

अहिले मेलम्ची खानेपानी आयोजनाबाट काठमाडौं उपत्यकामा खानेपानी आपूर्ति गर्ने कुरा भईरहेकोछ, तर यो आयोजना स्थल ताम्सािलग प्रान्तमा पर्दछ । संघियतामा गएपछि पानी दिन नमान्न सक्छ र दिनै परेपनि उच्च मूल्य मांग गर्ने अवस्था आउंछ । हाल सर्वसाधारणले खानेपानीको लागि तिरिरहेको मासिक ५० रुपियाँ त खानेपानीको व्यवस्थापन खर्च मात्रै हो । त्यसमा खानेपानीको मूल्य परेकै छैन । यदि मेलम्चीबाट पानी ल्याउने हो भने ताम्सालिङले तोकेको भाउ नेवाः प्रदेशले तिर्नुपर् यो । के त्यो पैसा तिर्ने हैसियत नेवाः प्रदेशसँग छ ? यदि नेवाः प्रदेशले तिर्दैन भने जसले तिर्छ उसैलाई पानी बेच्न ताम्सालिङ स्वतन्त्र छ । र आÏनो प्रदेश विकासको लागि उसले त्यसो गर्नु पनि पर्ने हुन्छ । मेलम्ची अन्तै गयो भने नेवाः प्रदेशले के खाने ?

यस्तै नेपाल मण्डलामा जलबिद्युत उत्पादन हुन्न र हुने सम्भाव्यता पनि छैन । भोली नेपाल मण्डला छुट्टै प्रान्त घोषित गरेको अवस्थामा यहांका जनताले कि अंध्यारोमा बस्न पर् यो हैन भने जलबिद्युत उत्पादन गर्ने छिमेकी प्रान्तबाट भनेको जति मूल्य तिरेर किन्न पर्ने हुन्छ । यिहं भित्र डिजेल जेनरेटर राखेर बिद्युत उत्पादन गर्न सकिन्छ तर प्रति युनिट २० रुपैया भन्दा बढी पर्ने हुनाले यस्तो चर्को मूल्य तिर्न यहांका बासिन्दालाई धेरै गाह्रो पर्छ ।

नेपाल जस्तो सानो देश संघीयतामा गएर सबल र सक्षम होला भन्ने मलाई लाग्दैन । भारतको एउटा प्रदेश नै नेपाल भन्दा धेरै ठूलो छ । तैपनि जलश्रोतको मामलामा भारतमा धेरै विवादहरु छन् । नेपालका प्रदेशहरु अत्यधिक साना हुने भएकाले यहाँ जलश्रोतको विकास गर्न गार् हो हुन्छ । जलश्रोत अरु जस्तो श्रोत होइन । यसको प्रकृति फरक छ । कुनै पनि प्रदेश एक्लैले मात्र जलश्रोतको विकास गर्न सम्भव छैन । जंगलमा जडिबुटी उत्पादन गरी लाभ लिन सकिन्छ । जमीनमा राम्रो खेतीपाती गरी लाभ लिन सकिन्छ । तर जलश्रोतको उपयोग त्यसरी एक्लो रुपमा गर्न सकिँदैन । जलश्रोतको उपयोग गर्नु भनेको मुख्यतया विद्युत उत्पादन र सिँचाईमा प्रयोग गर्नु हो । यी दुवै कामको लागि बाँध बनाउनु पर्ने हुन्छ । बाँध बनाउँदा जहाँ बाँध बनाइएको हो त्यस वरपरका धेरै ठाउँ जलमग्न हुन पुग्छ । त्यहाँका धेरै स्थानीय जनता विस्थापित पनि हुनुपर्ने हुन्छ । बाँध भन्दा माथि अरुले नदीको पानी प्रयोग गर्न पाइँदैन । यदि प्रयोग भयो भने बाँधलाई पानी पुग्दैन र बाँध अर्थहिन बन्न पुग्छ । यसरी बनाइएको बाँधको पानीबाट बढी फाइदा लिने भनेको बाँध भन्दा मुनि बस्ने मानिसले हो । किनभने बाँध भन्दा माथि त सिँचाई गर्न सकिँदैन । यसरी पानीको उपयोग गर्दा बाँध एक ठाउँमा बन्छ डुबान र विस्थापित अर्को ठाउँमा हुन्छ र फाइदा फेरि अर्कै ठाउँलाई हुन पुग्छ । अहिले कल्पना गरिएको नेपालको संघीय व्यवस्थामा लिम्बुवानको भूमि डुबानमा पारी मधेशको भूमिमा सिँचाई गर्न सम्भव छ ? यो सम्भव हुने छैन । यसले गर्दा न लिम्बुवानमा बाँध बन्न सक्छ न तराईको भूमि िसंचित हुन सक्छ । दुवै हुन नपाए पछि कसरी हुन्छ जलश्रोतको विकास ? दुई प्रदेश बीचको यो असझदारीबाट तेश्रो शक्तिले फाइदा लिने खतरा त छँदैछ ।

दुई प्रदेश बीचको झगडा र असमझदारीले गर्दा दुवै प्रदेशलाई समेट्ने गरी अघि बढाउनु पर्ने जलश्रोतको विकास ठप्प हुन पुग्नेछ । यदि प्रदेशहरुको आपसी झैंझगडाले जलश्रोतको विकास हुन पाएन भने त्यसले िसंगो देशकै विकासलाई अवरुद्ध पार्नेछ । यस्तो अवस्थामा एउटै मात्र विकल्प के बाँकी रहन्छ भने जलश्रोत जस्तो क्षेत्रलाई कुनै पनि प्रदेशको नियन्त्रणमा रहन नदिई सिधै केन्द्रको मातहत राख्नुपर्ने हुन्छ । त्यसो भए मात्रै केन्द्रले सबै प्रदेशलाई मिलाएर जलश्रोतको सामुहिक विकास गर्न सक्छ । तर अहिलेको अवस्थामा नेपालका विभिन्न जातीय समुदाय र तिनको नामले बन्न लागेका प्रदेशहरुले यो अवधारणालाई स्वीकार्ने सम्भावना भने म देख्दिन । किनभने नेपालले अन्तर्राष्ट्रिय श्रम संगठनको अभिसन्धि नम्बर १६९ मा हस्ताक्षर गरिसकेको छ जसमा प्राकृतिक श्रोतको अधिकार आदिवासीमा निहित हुन्छ केन्द्रमा निहित हुँदैन भनेर लेखिएको छ । यो अभिसन्धिले जलश्रोतमाथिको अधिकार केन्द्रमा राख्ने अवधारणालाई निषेध गर्छ । जलश्रोतलाई केन्द्रको मातहत राखौं अन्तर्राष्ट्रिय सन्धि सम्झौता र आदिवासी अधिकारले नपाउने प्रदेशको मातहत राखौं त्यसको उपयोग गर्न नसकिने । संघीय व्यवस्थामा जलश्रोत विकासको यो कठिनाई म प्रत्यक्ष देखिरहेको छु ।

यस्तो स्थितिमा संघीय प्रणाली भित्र जलश्रोतको विकास कसरी गर्ने त्यस बारे छुट्टै ढंगले सोच्नुपर्ने देखिन्छ । यदि अहिले चर्चामा आइरहेकै ढाँचाको संघीय व्यवस्था आउने हो भने त्यहाँ जलश्रोत विकासको कुनै स्थान छ जस्तो मलाई लाग्दैन । र जलश्रोत नेपालको ठूलो मात्र होइन एकमात्र प्रमुख श्रोत भएकोले यसको विकास नहुनु पूरा मुलुक कै विकास नहुनु हो जुन नेपालको लागि दुर्भाग्यपूर्ण हुनेछ । यस बारे सबैले चिन्तन गर्न अत्यावश्यक छ ।

I agree only partially with you. Lack of policy consistency is a major problem in Nepal but more serious problem is lack of comprehension about the impact of policy on the macro economy and that is what I have laid bare in my article.

These exemptions are given to attract investment but one needs to understand the macro economic impact. Clearly such exemptions for export oriented projects and projects with foreign investment do not contribute to the macro economy - Nepal losing both ways. When these exemptions were first announced it succeeded in attracting some investment. But continuing with these for ever in the name of consistency doesn't ultimately help the economy. That is the message of this article.

I agree only partially with you. Lack of policy consistency is a major problem in Nepal but more serious problem is lack of comprehension about the impact of policy on the macro economy and that is what I have laid bare in my article.

These exemptions are given to attract investment but one needs to understand the macro economic impact.
