Dear Prof. Lohani

As democrats, believing in people’s verdict, expressed through a referendum, all of us will have to accept the so called “identity based federalism” if people of Nepal vote for any such thing. But something like “identity based federalism” cannot be granted to only a few selected ethnocentric communities (about 10) out of 118. If we are to have “identity based federalism” then 108 communities cannot be deprived from it. Otherwise, it again will result in discrimination which is not possible/acceptable in this age and time.

I request all of you to raise voice to demand referendum to decide what kind of state restructuring we want; on ethnocentric lines which will need a small country like Nepal to be carved up into 118 provinces with potential for communal disharmony or on rational basis of watershed of 3 major river systems which will lead Nepal to prosperity.

I fully agree with you that if the people of Nepal opt for FDPRN(Federal Democratic People's Republic of Nepal) along the pattern of DPRK( Democratic People's Republic of Korea), those who do n't endorse it will have to bow to the wishes of majority Nepalis.But the political direction in which the country should go should be decided by the people in a Referendum. I think it is high time crucial decions can't be left to a small coterie or the syndicate of 3 or 4 parties meeting in a room and coming out with contradictory statements, one in the morning and just the opposite of it in the evening. What is this so-called consensus and on what? The Maoists are dead sure that they can garner a two-thirds majority by exploiting the sentiments and moods of janjatis,adibasis, madhesis, dalits, women and other backward communities.PM Bhattarai at Khula Manch this afternoon has stated that this is an ideological fight between the oppressed and the oppressors. The implication is that all janjatis,adibasis ,madhesis and dalits belong to the oppressed community and hence the need for identity-based federalism.The Maoists want to turn the CA election (if it takes place by forming a Unity Govt) into a referendum on the issue of Federalism.
