Election Commission's position re election of CA

Election Commission has come out with a categorical statement that legal environment to enable it to hold election doesn’t exist. Meaning, the election that the care taker government announced to be held in November 2012 will not be possible. A PM with morals and strong ethical commitment would have resigned. But PM Bhattarai doesn’t need to resign as it already has been rendered care taker, nor does it seem to have any morals or ethics. A parallel exists with an analogy about a fully dressed person feels ashamed while being disrobed in public; however, a naked person does not feel ashamed as it cannot be further disrobed.

In this backdrop it is highly intriguing that the president is yet to call for formation of government under Article 38(1). People are wondering what is impelling him to refrain from calling for formation of a government with executive authority. People would like to believe that president isn’t hand-in-glove with care taker PM and isn’t assisting/abetting care taker government in engendering mayhem and anarchy.
