Federalism relative to size

I don’t think those who advocate federalism are absolutely wrong. Federalism has its own merits. However, the important issue is of quantum of dose of an effective medicine. Penicillin and antibiotic are very important medical inventions. Administered in x (specific) quantum, the health of a big mammal can be restored. But if same medicine is administered to a small baby in same quantum the baby will simply not survive. Therefore, it is the matter of relativity.
