"Weak governments behind failed liberalization"

Delighted to learn that Dr Ram Sharan Mahat also agrees that Nepal's liberalization has failed. However, it is strange coming from him - the architect of it; perhaps a confession. He has ascribed the failure to weak governments, most of which his party led in last 15 years prior to People's movement II after which country is in deep transition. He seems to have failed to appreciate that the liberalization failed because of failure of its architects to institute necessary regulatory mechanism in the liberalization.
