Yes, the big shots of these multilaterals go about shooting their mouth off without checking facts and, unfortunately, hydrocrats in Nepal accept such “sermons” without even checking the veracity of such statements. I agree with you that expats seem to abuse “license to speak out of turn” due to Nepal’s poverty. But the poverty is more of intellectual poverty than anything else.

"Check her facts before pontificating" is a good one. But it seems Nepal's poverty and chronic incompetence allow any donor expat the license to speak out of one's hat.
