Recently I became involved in a discussion about the credibility and reliability of the EIA reports and it was pointed out that such studies should be conducted by an "independent" entity or at least should be conducted by someone whose independence isn’t impaired vis-à-vis the particular project.
This reminded me that all such studies related to west Seti project was "Prepared by West Seti Hydro Limited (WSHL) for the Asian Development Bank." This is clear case of the study being done by an interested party (not by an independent entity). I am sure that you are aware that WSHL is the proponent of this project and they are "working" to develop the project. Under such circumstance, none of the study reports are acceptable.
I trust ADB will take this factor too into consideration prior to deciding to go ahead with the project and get GoN too involved in it.
